The Time and Leave Clerk position is within the Nursing Service at the Jesse Brown VA Medical Center, Chicago, IL and is responsible for creating, processing and maintaining attendance and leave records.

Duties

Duties include: Sets up, posts, and maintains Personnel and Accounting Integrated Data (PAID) time and leave records for Nursing Service employees on a bi-weekly pay cycle. Enters regular time, overtime, compensatory time earned and used, as well as other types of leave such as authorized absence, court leave, military leave, etc. Works with Nursing Service personnel and Human Resources Management and Fiscal Services to ensure timeliness of work and to resolve issues. Maintains current and accurate data within the computerized PAID system and communicates changes to Fiscal and Human Resources Management. Maintains current and approved computerized tour of duty/work schedule database for each T&L Unit. Mets deadlines for submission of PAID data including regular and early submission of timecards. Serves as a resource person regarding Time and Leave policies nd procedures for employment and supervisors within the service. Prepares and types unit schedules assuring use of appropriate terms, abbreviations and codes for certified time. Maintains files of completed certified time schedules for T&L units. Reviews directives and instructional materials pertaining to timekeeping practices and procedures to ensure continued competency in the use of the PAID system. Reviews the bi-weekly exception reports and notifies the T&L supervisors of needed leave requests. Participates in the orientation of new timekeepers. Retrieves and delivers leave and earning statements to T&L units. Maintains confidentiality of employee, ADP, and PAID information. Provides alternate coverage in cases of planned or emergency absences of other timekeepers. Performs other related duties as assigned. Work Schedule: Monday through Friday - 1st Shift - 7:00AM to 3:30PM or 8:00 AM to 4:30 PM. Work schedule will be discussed at interview. Qualifications

To qualify for this position, facility applicants must meet all requirements within 30 days of the closing date of this announcement. Non-facility applicants must meet all requirements by the closing date of this announcement, 11/03/2023. The following is the experience and/or education required to qualify for this position. Experience: One (1) full year of experience equivalent to at least the GS-4 level in the Federal Service that equipped you with the knowledge, skills and abilities to perform successfully the duties of the Time and Leave Clerk position, and that is typically in or related to the duties of this position. Experience for this position would consist of: experience in positions which required skill in the operation of computers and software programs such as MS Word, Excel and Office or other compatible software; ability to enter, retrieve and revise data in various systems; customer service skills such as a receptionist, receiving telephone calls, routing calls to appropriate staff, greeting the customers, etc.; experience in position that required managing schedules and/or coordinating meetings; and skill in oral and written communication and interpersonal relations, to appropriately and courteously relate to internal and external customers. OR Education - 4 years above high school. Four years of successfully completed education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite is creditable for this position. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. Transcripts Required. OR Combining Experience and Education - Equivalent combinations of experience and education are qualifying for this position. Transcripts Required. Physical Demands: The work is primarily performed while sitting but can require bending, walking, standing, and carrying light objects such as files, reports, and books. Bending nd stooping may be required in searching office files. The time and leave clerk may have to walk considerable distances to assigned T&L units to collect and review schedules. Work Environment: The work is performed primarily in an office setting that is adequately lighted and ventilated. Employee will need to exercise normal safety precautions. This position is not suitable for telework.
