This position is part of the Defense Human Resources Activity. The incumbent will be responsible for supervising the activities of DLNSEO civilians and advising the Deputy and Director, DLNSEO, and ASD(R) on foreign language and regional expertise matters for the Department, and tracks, monitors, develops, and oversees DoD language requirements, capabilities, and planning tools.
Duties
As a Supervisory Program Analyst (Capabilities) at the GS-0343-15 some of your typical work assignments may include:
Supervises the activities of subordinate DoD Civilian personnel in support of assigned program areas of DLNSEO as Capabilities Supervisor;
Advises the Deputy and Director, DLNSEO, and ASD(R) on foreign language and regional expertise matters for the Department, and tracks, monitors, develops, and oversees DoD language requirements, capabilities, and planning tools;
Chairs DoD LREC Action Officer level forum to support DoD senior language authority Oversees implementation and tracks progress of LREC talent management efforts;
Oversees execution of intelligence language and culture program and oversight functions and ensures persistent engagement and strategic alignment with the OUSD(I&S) and the Office of the Director of National Intelligence; and
Oversees DLNSEO efforts to enhance LREC data and readiness analytics and to improve responsiveness to senior leaders' information needs.

Qualifications
You may qualify at the GS-15, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-14 grade level in the Federal service:
Demonstrates expert-level knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) processes across Language, Regional Expertise, and Culture (LREC) programs, such as program management, training, acquisition, pay, contracting, and contract oversight;
Manages and leads diverse teams/working groups in the development of LREC plans, goals, policies, programs, and measures; and
Oversees the preparation of comprehensive reports, studies and other staff action papers documenting identified problems, evaluating alternative solutions, justifying conclusions, and recommending courses of action for matters related to the development, integration, and execution of LREC programs and capabilities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
