This position is located in Voluntary Service, under the Office of the Associate Director, at the VA Illiana Health Care System (VAIHCS) 550, Danville, IL, a Complexity Level 3 VHA facility. The employee must be able to demonstrate the knowledge of skills of Communication and Interpersonal relations including the ability to appropriately and courteously relate to internal and external customers.

To qualify for this position at the GS-09 level, you must meet one of the following: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Voluntary Services Specialist. Specialized experience includes but is not limited to: Knowledge of the principles, practices, concepts, and methods used in Voluntary Service management; Publicizing a voluntary program, including interviewing, scheduling, placement, and evaluation of new volunteers; Developing and maintaining working relationships and prepare and write reports and analyses; Coordinating, evaluating, and reporting on the effectiveness of a program's activities; Implementing program planning and supervisory techniques to direct, plan, and evaluate volunteer work operations and programs. ~OR~ Education: Successfully completed two (2) years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. ~OR~ Combination: Equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of the first year (18 semester hours) may be used to qualify applicants for the GS-09 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. To qualify for this position at the GS-11 level, you must meet one of the following: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Voluntary Services Specialist. Specialized experience includes but is not limited to: planning, establishing and implementing policy, developing program goals and objectives, managing, evaluating, and coordinating (internal and external) resources of assigned areas; Works to strengthen and maintain interpersonal relations with management, volunteers, community service organizations, and staff. Motivates diverse groups of people, staff, volunteers, business and civic groups, services organization officials, etc. into working as a comprehensive and cooperative force that benefits patient care; knowledge of the principles, practices, concepts, and methods used in Voluntary Service management, knowledge of applicable laws and regulations governing the donations and gifts sufficient to help secure funding without violating laws or regulations, skill in assessing the needs of the medical facility and the community's ability to meet those needs, skill in publicizing the voluntary program, recruiting volunteers, and accepting gifts and donations without violating laws or regulations, ability to communicate effectively in order to resolve problems, develop and maintain working relationships, and prepare and write reports and analyses, ability to coordinate, evaluate and report on the effectiveness of the facility's routine voluntary services program activities, knowledge of interviewing, scheduling, placement and evaluation of new volunteer, and knowledge of program planning and supervisory techniques in order to direct, plan, and evaluate volunteer work operations and programs. ~OR~ Education: successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Education cannot be credited without documentation. ~OR~ Combination: equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of a master's or equivalent graduate education may be used to qualify applicants for the GS-11 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements and Work Environment: Work is moderately sedentary, although considerably variable. It requires a fair amount of standing, sometimes for long periods, walking, climbing stairs, and bending. Work may require some heavy to moderate lifting, transporting of materials, equipment and supplies for special events and other programs. Due to the diverse nature and scope of the work, it may require occasionally working in extreme temperatures (hot or cold). Driving or riding in a vehicle is also required on a routine basis to provide coverage, trainings, or other support at off-site clinics; attend outside community meetings; and support special events. Travel may also occur in support of outreach events and conferences. The incumbent must attend lengthy meetings both during and after regular scheduled work hours. Travel to other medical center facilities is also required. The work is primarily performed in an office setting, however due to the nature of the work, significant travel throughout the community and sometimes the state and surrounding states is necessary to attend meetings, presentations, conferences that may include special activities such as volunteer recruitment and philanthropic engagement events. Coordination of and participation in meetings and volunteer supervision requires presence in various on-site and off-site locations where volunteers are strategically assigned to enhance the VA mission. The Specialist has access to the fax machine, computer and other office equipment as needed. The CDCE/Voluntary Service office is a very busy environment with constant traffic from visitors, volunteers, community partners, patients and hospital staff.
