Responsible for management of the administrative and clinical aspects of the Workplace Violence Prevention Program at the Durham VAHCS, including the Disruptive Behavior Committee (DBC), Employee Threat Assessment Team (ETAT), Prevention and Management of Disruptive Behavior (PMDB), Disruptive Behavior Reporting System (DBRS), and Workplace Behavioral Risk Assessment (WBRA).

The Social Worker Program Coordinator functions as the Program Manager for the Workplace Violence Prevention Program (WVPP) who is responsible for management of the administrative and clinical aspects of the Workplace Violence Prevention Program at the Durham VAHCS, including the Disruptive Behavior Committee (DBC), Employee Threat Assessment Team (ETAT), Prevention and Management of Disruptive Behavior (PMDB) Program, Disruptive Behavior Reporting System (DBRS), and the Workplace Behavioral Risk Assessment (WBRA). The WVPP Program Manager is responsible for informing and writing policies, procedures, and program guidelines in the development, planning, operations, and continuous performance improvement of all components of the WVPP in the Durham VAHCS. The WVPP Program Manager is expected to adhere to service standards regarding matters of timeliness, accuracy, and compliance with procedures and quantity of work produced. The WVPP Program Manager must form and maintain a cohesive team of staff from a variety of disciplines and supervisory chains of authority to ensure targeted and evidence-based efforts to ensure the safety of the Durham VAHCS. The incumbent collaborates effectively with the Executive Leadership Office, VA Police, and the Office of Inspector General on an ongoing basis.
The incumbent has responsibility for coordinating and chairing the inter/multidisciplinary Threat Assessment Teams including the ETAT. The WVPP Program Manager demonstrates experience in leading diverse and interdisciplinary teams. The incumbent may supervise multidisciplinary staff assigned to the WVPP.
The incumbent also provides direct clinical care as assigned. The Social Worker Coordinator/Program Manager may also provide supervision to social work trainees and well as provide clinical supervision for licensure.
FUNCTIONS OR SCOPE OF ASSIGNED DUTIES
A. Administrative Program Management
Coordinate all aspects of the Workplace Violence Prevention Program for Durham VA Health Care System (DVAHCS):
I. Threat Assessment Team: The Threat Assessment Team will provide threat assessments for both Employees and Patients per the request of the Director's office.
Chair, Employee Threat Assessment TEAM (ETAT); appointed by the Facility Director to lead a diverse and interdisciplinary team including representatives from the Local Bargaining unit, Executive Office, Human Resources, Behavioral Health Professionals, VA Police, Safety Office, and Regional Counsel.
Tasked with overseeing the day-to-day business of the ETAT committee, including leading and ensuring follow up actions for all decisions or business items at the bimonthly committee meeting
II. Prevention and Management of Disruptive Behavior (PMDB) Coordinator
Coordinates, contributes to, and at times manages facility policy and guidance for the structure and conduct of the Prevention and Management of Disruptive Behavior (PMDB) program.
Performs the administrative and personnel management functions related to staff assigned to PMDB within each individual workplace in the facility.
III. Workplace Behavioral Risk Assessment (WBRA) and Disruptive Behavior Reporting System (DBRS)
Per VHA Directive, serve as Team Leader for the completion of the annual Workplace Behavioral Risk Assessment (WBRA), a data-driven process that evaluates the unique constellation of factors that affect workplace safety. The WBRA enables facilities to make informed, supportable decisions regarding the level of PMDB training needs to sustain a culture of safety in the workplace.
Collaborate with VA Police, Patient Safety Officer, and Labor Partners to complete annual WBRA
B. Clinical Responsibilities
I. Provides a full range of specialized services at all levels of complexity for patients, with service delivery to include intake evaluations, diagnostic assessments, and psychotherapy.
II. Provides recovery-focused, evidenced-based psychotherapies in individual and group formats for a wide-range of Veterans with mental health needs.
III. Serves as a member of a treatment team, providing consultation to an interdisciplinary team for Veterans mental health care needs, and provides consultation to other professional staff
C. Customer Service
The incumbent meets the needs of customers while supporting VA missions. Consistently communicates and treats customers (service members, Veterans, family members, their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner. Provides the customer with consistent information according to established policies and procedures. Handles conflict and problems with the customer constructively and appropriately.

Qualifications
BASIC REQUIREMENTS. The basic requirements for employment as a VHA social worker are prescribed by statute in 38 U.S.C. § 7402(b)(9), as amended by section 205 of Public Law 106-419, enacted November 1, 2000. To qualify for appointment as a social worker in VHA, all applicants must meet the following:
Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part).
Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going tohttp://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
GRADE DETERMINATIONS. In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.
Social Worker (Program Coordinator), GS-13
(1) Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
(2) Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
(3) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs.(a) Skill in coordinating and implementing one or more specialty program(s), across the facility.(b) Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive.(c) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).(d) Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.(e) Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.(f) Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.(g) Knowledge of organizational structure and impact on program operations.
(4) Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. At this grade level, social worker program coordinators oversee the administrative and clinical aspects of a major specialty treatment program, such as, but not limited to: Post Traumatic Stress Disorder, Substance Abuse Treatment Program, Home-Based Primary Care, Mental Health Intensive Case Management, Caregiver Support Program or Transition and Care Management Program, or a combination of programs located at one facility or multiple divisions of a facility. They are responsible for coordinating interdisciplinary staffing, work assignments, budget, treatment services provided, and admission criteria for the program. The program coordinator may or may not have supervisory responsibilities. They have full responsibility for all phases of service delivery for a major specialty program. The program coordinator is responsible for the program's resource and fiscal management, monitoring control points developing the annual budget, operating within that budget, and accounting for appropriated funds. They are administratively responsible for the programming and operations of the program assigned, develop policies and procedures for program operation, and prepare reports and statistics for facility, VISN, and national use. Program coordinators provide leadership, direction, orientation, coaching, in-service training, staff development, and continuing education programs for assigned staff. They initiate and conduct program or service audits and complete designated clinical practice audits and reports, including productivity. Program coordinators oversee program operations and evaluations, identifying areas for improvement, gathering relevant data, assessing the data, developing and implementing ideas for improvement, and evaluating efficacy of improvement efforts.
Preferred Experience: Prior involvement with Disruptive Behavior Committee (DBC) or Prevention and Management of Disruptive Behavior (PMDB).

Physical Requirements: This position requires visual acuity, keen hearing; clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. Mechanical inpatient lifts are provided. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations, operative/invasive procedures, or home settings. The incumbent may occasionally be exposed to patients who" are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete- annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. The incumbent who provides care in home settings or other off-site locations may be required to drive and/or ride in GSA-vehicles.
