About the Position: The incumbent in this position will serve as Facility Operations Specialist performing duties as a project manager with the Facility Management Division. The work consists of a variety of duties requiring many different and unrelated processes and methods involving equipment, facilities, and services.
Duties
The incumbent will serve as the facility operations specialist responsible for a medical treatment facility: such as Space Utilization to provide expertise regarding structural changes and facility capabilities.
Plan and coordinate all work requirements and complex projects to maintain Joint Service patient care buildings.
Plan and estimate job orders for repair, alterations, equipment installation, and construction of facilities.
Serve as the Contracting Officer Representative (COR) for facilities construction and service contracts.
Maintain a safe environment and implements systematic processes that identify and eliminate safety hazards to patients, staff, and visitors.
Manage the annual budget, projects design, and construction, service contracts and annual utility costs.
Analyze data from automated systems to assist in forecasting budget requirements over the Program Objective Memorandum cycle.
Requirements
- May Serve “on call” and may be required to be available after duty hours when problems arise. The incumbent is subject to call 7 days a week, 24 hours a day.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance (Tier 3) or access for the duration of employment.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position requires the completion of a pre-employment Physical Examination.
- This position has a requirement to lift up to 50 lbs. in the regular performance of duties.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. state.
- This position is designated "key". In key position s the incumbent must be removed from their military recall status if alternatives for filing the position during an emergency are not available.
- This position requires the employee to use personal protective equipment provided by the employer.

In order to qualify, you must meet the Education and/or Experience requirements described below. Specialized Experience: One year of specialized experience which includes: assisting in managing a building and/or facilities maintenance program; providing oversight of repair and replacement components for buildings; monitoring equipment cost and/or use; conducting maintenance inspections and surveillance activities over construction and maintenance operations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in engineering, industrial arts, property management, or business administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
