Duties

Exercise an expert level of knowledge and skill in applying the full range of HR methods, principles, practices and evaluative methodologies to complete a wide variety of HR actions. Provide expert HR management advisory and technical services on complex and wide-impacting customer functions and work practices. Develop and deliver briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of CHRA findings and recommendations. Advise managers and supervisors on staffing requirements, resources, and problems in assigned offices involving a high degree of complexity. Advise management on recruitment strategies, sources, special programs, and recruitment, relocation, and retention incentive programs. Explain regulations, procedures, and determinations to inquiring employees, candidates, and supervisors. Executes recruitment, placement, RIF, and related programs for assigned organizations. Takes all appropriate steps and actions to appoint, promote, detail, reassign, demote, transfer, RIF, etc., in accordance with established policies, regulations and program goals. Prepares or completes necessary documents and case files on personnel actions. Manage and maintain full visibility over all RPAs from cradle to grave and provide advise/assistance in all stages of the recruitment process. Develops long and short range staffing plans to meet forecasted mission requirements, human capital losses, changes in criticalcompetencies availability of candidates, career development patterns, and reorganization proposals. Provides guidance on merit system principles, prohibited personnel practices, the development and use of valid selection criteria, andother approaches that may help in staffing the organization and in improving productivity, morale, and retention. Researches the qualifications and skills needed and conducts job analyses with subject matter experts to distinguish truly well qualified applicant and those with the ability to learn the job in reasonable periods of time. Performs special reviews and surveys to identify problems in alignment, supervisor/employee ratios, career development opportunities inthe organization structure, employee retention, delegations of authority, and economy of the grade structure. Inputs and retrieves data from DCPDS, assures accuracy of organization and position data, and initiates corrective action when necessary.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

Specialized experience is defined as: (1) Experience developing federal civilian human resources vacancy announcements and referral lists; (2) coding federal civilian personnel actions; (3) performing job analysis to develop an assessment tool for candidate evaluation; (4) providing advice and guidance to supervisors, employees and applicants on federal civilian personnel staffing rules and regulations; and (5) developing staffing reports or delivering staffing training. Education cannotbe substituted for experience. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
