Duties
This Supervisory Program Manager position is located in Springfield, VA, Chief of Staff, Resource Management Office (RMO), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Provides management oversight for a wide range of program support services including information technology coordination, property and inventory management, fleet management, and facility management for Direct Reports.
Serves as a principal advisor in the planning, development, implementation, evaluation, and coordination of mission support programs and strategic planning.
Coordinates and executes special projects and actions of a confidential or controversial nature and/or of special interest to executive management
Administers fiscal and procurement aspects for RMO (e.g., budgetary planning, contract administration, etc.) to ensure that overall work progresses toward achieving agency/organizational goals and objectives.
Exercises full range of supervisory and personnel management authorities and responsibilities in directing work of subordinate staff includes, but not limited to, assigns work, sets priorities, and reviews and evaluates work and performance.
Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.
Qualifications
To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience equivalent to the SV-J or GS-14 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as:
Planning, directing long-range policy studies, projects, or program analyses that address broad organizational issues that significantly impact key agency strategic objectives and operations; AND
Leading and conducting analysis and evaluations in order to provide solutions for operational and administrative challenges; AND
Providing management and oversight of a complex operating budget that includes multiple appropriations and program project activities (PPAs), and both complex and unique funding methods; AND
Managing work related to the operations and maintenance of federal information systems (to include SharePoint and case management applications or similar databases used in the federal sector).
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
