Provides professional engineering & relevant information technology support to HTM Program within VISN 17. Includes healthcare technology strategic planning, pre-purchase assessment, acquisition support, implementation coordination, equipment management, training & ongoing technical support. Consultant/advisor on healthcare technology matters to executive management, Program Officers, management at medical centers & clinical service lines, department directors & relevant national HTM workgroups.

Duties

A Relocation Incentive is authorized for a highly qualified individual. Duties include, but are not limited to: Program Involvement and Management Receiving administrative direction with assignments in terms of broadly defined missions and functions Exercising authority to oversee the overall planning, direction and timely execution of assigned activities Responsible for planning, designing and implementing programs, projects, studies and other work to support healthcare technology across the VISN Recognized as the senior technology expert and project manager in one or more clinical technology, Biomedical Engineering program aspect, and/or VISN process areas Serving as an advisor to senior clinical and leadership staff on medical engineering technology addressing viability, long-term suitability, compatibility and/or safety Collaborating extensively with Biomedical Engineering program managers, VISN Officers such as the Chief Logistics Officer, Capital Asset Manager, Chief Information Officer, Chief Financial Officer and others in order to manage technical and administrative aspects of the programs Technical Expertise Responsible for aiding the clinical staff in selection, deployment and utilization of medical equipment Advising VISN Healthcare Technology Manager and management staff in the areas of high-cost, high-tech and high-volume medical technology, the networking of medical technology, a wide array of general biomedical technology and specific healthcare technology issues Leading technology assessment of medical equipment systems by working collaboratively with medical staff to evaluate market offerings, determine VISN requirements, design system configurations and develop specifications. These technology assessments are often extremely complex and stakeholder intensive Working collaboratively with the Contracting staff to procure medical equipment that best meets clinical needs on balance with competitive processes and value considerations. facilitating service support of medical equipment, while identifying opportunities and recommending actions to improve service delivery and cost containment Supporting the Medical Equipment Management component of the Environment of Care for the VISN Preparing and presenting reports regarding equipment management Serving as institutional expert in one or more technology areas for the VISN Managing recurring technical support of specific technologies and actively collaborating with clinical service lines to optimize effectiveness of the systems Representing the specific technologies and technology related processes to senior management and relevant VISN committees or councils Responsible for overall coordination of technical support of specific VISN 17 health information technologies, including corrective and preventative maintenance Responsible for establishing consistent methodologies, protocols and procedures across VISN 17 in Biomedical Engineering Identifying best practices and propagating them across the system Managing special projects as assigned including technology initiatives, technical consultation, quality improvement efforts, customer satisfaction surveys and customized reporting Contributing to VHA, VISN and facility patient safety goals. monitoring and reporting to allow the VISN and facilities to meet the requirements set by accrediting organizations such as The Joint Commission, the College of American Pathologists, as well as others. Consulting on construction projects, information technology projects, space functional changes and associated planning with respect to medical technologies and clinical-related technologies Budgetary and Financial Management Participating in medical technology management and equipment procurement processes including "right-sizing" equipment functionality, actively participating in the development of technical specifications, evaluating technical proposals and contributing to price negotiations Analyzing maintenance strategies including review of out-sourcing versus in-house support Personnel Consulting on matters pertaining to Biomedical Engineering personnel including staffing levels, recruitment, retention, performance and education Work Schedule: Fulltime, Monday thru Friday 7:00 a.m. to 3:30 p.m.; 7:30 a.m. to 4:00 p.m.; 8:00 a.m. to 4:30 p.m. Telework: Available per agency policy Virtual: This is not a virtual position. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education and/or Experience: The individual must meet either item (1) or (2) below to meet this requirement: Bachelor's Degree or Higher in Engineering. To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET), as a professional engineering curriculum. Examples of acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. Titles may vary from educational institutions and change over time. OR Certification as a Certified Clinical Engineer (CCE) and a bachelor's degree not listed above. Physical Requirements: See VA Directive and Handbook 5019, Employee Occupational Health Service. English Language Proficiency: Biomedical Engineers must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph Sa, this part. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Biomedical Engineer (Clinical), GS-13 Experience. Completion of at least one year of experience equivalent to the next lower level, and must be fully meet the KSAs at that level. Including: Ability to implement and/or sustain an equipment management or biomedical research program that meets The Joint Commission (TJC), National Fire Protection Association (NFPA), or other applicable regulatory requirements. Ability to develop material for a continuing education program for clinical or research staff, that address the principles and application of medical technology, and/or biomedical theory used in healthcare. Ability to advise staff on emerging medical technology, or research procedures, while keeping abreast of changes in such technology, and utilizing the information to solve biomedical engineering problems. Knowledge of basic project management principles, as applied to the healthcare setting and medical equipment, and information system implementation. Demonstrated Knowledge, Skills, and Abilities. [In addition to the experience above, the candidate must demonstrate all of the following KSAs. In addition, the candidate must demonstrate the following KSAs and potential to acquire the assignment specific KSAs designated by an asterisk(*). Ability to conduct capital asset and infrastructure planning for medical equipment spanning initial concept, installation, and effective implementation of complex medical equipment. *Knowledge and capacity to support the most complex and specialized clinical technology including service, system administration, training, and quality assurance. Knowledge of, and the ability to interpret and apply complex codes, regulations, guidelines, and standards associated with the biomedical engineering field. Ability to develop and implement policies that are consistent with organizational objectives. Ability to communicate and work collaboratively with key stakeholders, including technical and professional staff at various levels of the organization. Preferred Experience: At least four years experience in strategic planning, implementing and decommissioning healthcare technology systems Project management and a thorough understanding of medical equipment lifecycle management Serving on a national HTM workgroup creating and establishing policies and procedures Serving as an institutional HTM expert who supports complex and specialized clinical technology including service, system administration, training and quality assurance for multiple sites Communicating and providing feedback to facilities regarding life cycle management of applicable medical devices and systems Experience with RTLS, Get Well Network, CIS/Ark, Cerner and/or other multi-facility medical device projects References: VA Handbook 5005/104 Part II Appendix G38 Biomedical Engineer Qualification Standard GS-0858 Veterans Health Administration March 25, 2019.
