The Biomedical Engineer is responsible for providing professional engineering support to a complex, technically sophisticated, and service-oriented Healthcare Technology Management program. The position requires broad scientific, technical, and clinical knowledge across the full range of medical technologies, along with highly specialized skills in medical technologies.

Duties

Major duties include: Medical Technology Assessment, Acquisition, and Implementation Implementation responsibilities encompass ensuring compliance with dynamic network and security requirements such as completion of the Risk Assessment Tool and Risk Assessment Summary in collaboration with the Information Security Officer. coordinates implementation of medical technology including assessing site preparation requirements, managing project activities and timelines, monitoring installations, facilitating training of equipment operators and maintainers, and ensuring compliance with OI&T requirements. works collaboratively with the Contracting staff to procure medical equipment that best meets clinical needs on balance with competitive processes and value considerations. leads technology assessment of medical equipment systems by working collaboratively with medical staff to evaluate market offerings, determine VISN requirements, design system configurations and develop specifications. Infrastructure Planning serves as an expert on capital asset and infrastructure planning for medical equipment spanning initial concept, installation and effective implementation of complex medical equipment. consults on construction projects, information technology projects, space functional changes and associated planning with respect to medical technologies and clinical-related technologies. analyzes maintenance strategies including review of out-sourcing versus in-house support. Biomedical Technology Projects and Methods responsible for establishing consistent methodologies, protocols, and procedures across VISN 17 in Healthcare Technology Management. Manage special projects as assigned including technology initiatives, technical consultation, quality improvement efforts, customer satisfaction surveys and customized reporting. Facilitate communications with appropriate stakeholders, especially Biomedical Engineering staff across the VISN. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education and/or Experience. The individual must meet either item (1) or (2) below to meet this requirement: Bachelor's Degree or Higher in Engineering. To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET), as a professional engineering curriculum. Examples of acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. Titles may vary from educational institutions and change over time. OR, Certification as a Certified Clinical Engineer (CCE) and a bachelor's degree not listed above. Physical Requirements. See VA Directive and Handbook 5019, Employee Occupational Health Service. English Language Proficiency. Biomedical Engineers must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part Grandfathering Provision (Continued from "Qualifications" above. All persons employed in VHA in this occupation, on the effective date of this qualification standard, are considered to have met all qualification requirements for the title, series & grade held, including positive education &/or certification/registration that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: Such employees in an occupation that does not require a certification/registration, may be reassigned, promoted, or demoted within the occupation. Employees who are appointed on a temporary basis, prior to the effective date of the qualification standard, may not have their temporary appointment extended, or be reappointed on a temporary, or permanent basis, until they fully meet the basic requirements of the standard. Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or certification/registration, that meet all the basic requirements of this qualification standard, must maintain the required credentials as a condition of employment in the occupation. If an employee, who was retained in an occupation listed in 38 U.S.C. § 7401(3) under this provision, leaves that occupation, the employee loses protected status, and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation. Grade Determinations: Biomedical Engineer, (Clinical), GS-14 Experience. Completion of at least one year of experience equivalent to the next lower level GS-13, and must be fully meet the KSAs at that level. Including: (1) Ability to apply advanced knowledge of relevant codes, regulations, guidelines, and standards associated with biomedical engineering to support the needs of multiple facilities. (2) Ability to effectively convey highly technical information to a wide variety of individuals, including technical and professional clinical staff, and senior level managers at the facility, VISN and/or national level. (3) Ability to manage a recall and safety alert program for medical devices, including medical device incident investigations to assure compliance with patient safety goals, SMDA, and TJC requirements for multiple facilities. (4) Ability to apply advanced knowledge of principles, theories, concepts, and practices of biomedical engineering. This would include the ability to keep abreast of changes in technology and utilize the information gained in the solution of biomedical engineering problems to meet operational needs of multiple facilities. (5) Ability to directly support the most complex and specialized clinical technology including service, system administration, training, and quality assurance for multiple facilities. (6) Ability to work collaboratively with other disciplines, senior management, VHA Central Office, and VISN staff. (7) Ability to develop and implement healthcare technology management policies that are consistent with organizational objectives. Scope of organization spans from multiple facilities to national. Preferred Experience: Preferred at least 5 years' experience in strategic planning, implementing, and decommissioning large, high-cost, high-tech imaging devices. Thorough understanding and grasp of high-cost, high-tech medical equipment applications (writing, compiling, submitting, reviewing, etc.) and Clinical Restructuring Reports. Experience serving on a national HTM workgroup creating and establishing policies and procedures. Preferred Experience as a facility or VISN Medical Imaging Equipment Asset Deployment representative. Experience serving as an institutional HTM expert who supports complex and specialized clinical technology including service, system administration, training, and quality assurance for multiple sites. Experience communicating and providing feedback to facilities regarding life cycle management of imaging devices.
