Located in the OFPM, Credit & Equity Investment Policy Division of the US International Development Finance Corporation (DFC), the incumbent supports the division with responsibility for assistance in the management of DFC's Credit Policy program. The incumbent also provides senior-level management advisory services in the form of quantitative & qualitative studies, policy review, program evaluation, unique projects, & authoritative advice related to the integration of DFC's various programs.
Duties
As a Credit Policy Officer, you will:
-Review credit underwriting of new financings; provide independent, detailed credit assessments of complex new international project and corporate financings, as presented by originating teams, and provide teams with guidance and expert opinion as to the quality and potential weaknesses of the proposals; recommend modifications to such proposals to meet DFC and appropriate industry credit standards.
-Recommend improvements to existing credit policies and procedures for the administration of Direct Loan and Investment Guaranty Programs; design and implement new and innovative approaches to credit policy issues; assess new loan and loan guaranty products; lead credit committees; present and defend project credit assessments and proposals to top DFC officials and stakeholders.
-Participate in the review of projects for compliance with credit policies and procedures and applicable underwriting guidelines.
-Review commitment letters and finance agreements for major financing commitments per Office of Development Credit and Office of Structured Finance policy.
-Recommend to Office of Development Credit and Structured Finance project teams' innovative methods for structuring particularly complex proposed finance projects and those with novel financing and credit problems. Aids project teams in developing models for assessing risk of complex projects.

Qualifications
Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.
TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
You may qualify at the GS-14 level, if you fulfill the following qualification requirements:
You must possess at least one year of specialized experience that is equivalent in difficulty and complexity to the GS-13 level in the Federal service. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, this requirement involves:
1) Experience analyzing small/medium and large corporate loan applications and making independent determinations or recommendations for loan approval/disapproval;
2) Experience serving as a technical expert, independently conducting in-depth analyses of complex international project and corporate financing proposals to determine their financial, technical, economic, legal, marketing, and political feasibility;
3) Experience providing expert knowledge in reviewing corporate loan proposals to ensure compliance with credit risk requirements, credit policies, and underwriting guidelines for a lending institution; AND
4) Experience developing and implementing credit metrics and risk measurement tools to assess the viability of international project and corporate financing proposals.
Additional experience with direct equity investing, private equity, corporate finance, credit analysis, international investments, banking, capital markets and/or experience developing and recommending improvements to existing policies, procedures and underwriting criteria for direct equity investments is highly desired, as is a BA and/or MBA in Finance, Economics, Accounting for related field.
