Duties
OSC is a small, independent agency recruiting for a talented individual to serve as the Chief Financial Officer. The incumbent is responsible for advising OSC leadership on all aspects of financial management; implementing agency policies and programs for budget administration and formulation; and administering OSC's financial systems, Annual Strategic Plan, and Annual Financial Audit Review.
As the Human Resources Specialist, the primary purpose of this position is to serve s the principal advisor to the Principal Deputy Special Counsel, and Chief Operating Officer on financial, administrative, resource management, and support programs.
Duties:
Administering the recruitment program for the competitive service, executive service, and Senior Executive Service positions.
Utilizing automated recruitment system (i.e., USA Staffing) to enter vacancy announcements.
Maintaining an awareness of and assessing the impact of proposed and/or new legislation, Executive Orders, Comptroller General decisions, court decisions, OPM regulations and other relevant policies and regulations affecting the agency.
Providing advice and /or technical assistance to supervisors and managers as well as HR staff to resolve highly critical staffing issues, apply ingenuity and creativity in devising effective alternative courses of action.
Preparing and processing personnel actions in accordance with the governing regulations.
Providing advisory and consultation services on employee benefits programs such as leave, health insurance, life insurance, retirement, etc.
Qualifications
In order to Qualify for this position, you must meet the following requirements:
Specialized Experience:
GS-13: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Analyzing program metrics throughout the project lifecycle to compare with planned outcomes;
Utilizing knowledge of HR principles and concepts to draft job opportunity announcements (JOAs);
Communicate openly with internal and external stakeholders to ensure personnel needs are met; and
Interpreting human resources policies and procedures to complete personnel actions.
