This permanent Environmental Protection Specialist GS-0028-12 position is located in Everglades National Park, Office of the Superintendent, in the Planning and Compliance Division. Duties

Major duties for this position include but are not limited to the following: Advises and coordinates the National Environmental Policy Act (NEPA) environmental compliance process for a variety of projects and plans. Guides an interdisciplinary team of compliance specialists and subject matter experts in the analysis and minimization of potential environmental impacts of proposed actions. Prepares and reviews biological assessments in support of Endangered Species Act consultations. Collects and analyzes field data and prepares statement of findings for projects that may impact floodplains and wetlands. Supports the preparation and submittal of federal and state environmental permitting applications. Develops and maintains positive and effective working relationships (orally and in writing) with NPS staff, agencies, key stakeholders, and the public.

Qualifications

All qualifications must be met by the closing date of this announcement-11/01/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position at the GS-12 grade level, you must possess at least 5 of the following minimum qualifications elements by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: managing the production of environmental compliance documents and functions as a compliance coordinator leading or coordinating all aspects of the compliance process for the park to ensure adherence with the National Environmental Protection Act (NEPA) and other federal environmental laws; reviewing proposed actions and ensuring that environmental effects are considered in planning and decision-making, that these considerations are documented, and where applicable, an opportunity is provided for public involvement; complying with environmental reporting requirements; analyzing and managing environmental information and information systems; managing, administering, and coordinating programs or projects to achieve and maintain environmental compliance of ongoing operations or remediate past environmental violations or compliance problems; establishing and maintaining effective working relationships with project managers and interdisciplinary team members in minimizing environmental impacts; and coordinating or consulting with various Federal resource and regulatory agencies and non-government entities regarding environmental issues. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
