Duties

The position provides environmental compliance support to the Everglades and Dry Tortugas National Parks Planning and Compliance Branch. The position reports to the Chief of the Planning and Compliance Branch, collaborates with other branch staff, and represents the branch on multiple project-specific interdisciplinary teams (IDTs). The position coordinates with project leaders, compliance specialists, subject matter experts, contractors/consultants, and others to complete environmental analyses and reviews on a variety of park projects within established timeframes, including projects related to the implementation of the Everglades National Park General Management Plan (GMP), Dry Tortugas National Park Supplemental GMP, and other NPS planning documents. The position utilizes the NPS Planning, Environment, and Public Comment (PEPC) system to manage the compliance review process for each project. The position leads or coordinates the completion of National Environmental Policy Act (NEPA) requirements and other related environmental laws, regulations, and policies. The position is responsible for ensuring the completion of detailed project descriptions, environmental screening forms (ESFs), categorical exclusions (CEs), environmental assessment (EAs), Findings of No Significant Impact (FONSIs) non-impairment determinations, and other project-specific information and documentation. The position completes or assists in the completion of field surveys to identify and assess natural resources that could be impacted by project activities. Field surveys include identification and delineation of native and non-native vegetation, species and habitats of special concern, floodplains, and wetlands. The position prepares or assists in the preparation of other related environmental documentation, including biological assessments, floodplains and wetlands statements of findings, and federal and state environmental permitting applications.

Credit will be given for all appropriate qualifying experience. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: managing the production of environmental compliance documents and functions as a compliance coordinator leading or coordinating all aspects of the compliance process for the park to ensure adherence with the National Environmental Protection Act (NEPA) and other federal environmental laws; reviewing proposed actions and ensuring that environmental effects are considered in planning and decision-making, that these considerations are documented, and where applicable, an opportunity is provided for public involvement; complying with environmental reporting requirements; analyzing and managing environmental information and information systems; managing, administering, and coordinating programs or projects to achieve and maintain environmental compliance of ongoing operations or remediate past environmental violations or compliance problems; establishing and maintaining effective working relationships with project managers and interdisciplinary team members in minimizing environmental impacts; and coordinating or consulting with various Federal resource and regulatory agencies and non-government entities regarding environmental issues. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
