The Deputy Chief, Facilities and Security Office position is located in the Department of Administrative Services (DAS). The FSO provides management, oversight, and support of the Judiciary's court security, emergency preparedness, and space and facilities programs, and the administrative services for the Thurgood Marshall Federal Judiciary Building (TMFJB).
Duties
This position will report to the Chief of the Facilities and Security Office (FSO) in the Department of Administrative Services (DAS). The Deputy Chief of the Facilities and Security Office (FSO) serves as a senior executive assisting in the management of nation-wide court facilities and security programs. The incumbent will help oversee the following functions: space utilization and planning; capital security investments at courthouses; physical security and security operations at court units; emergency management and preparedness; threat analysis; privacy protection for Judges; and space and security support provided to the judiciary by the Department of Justice, Department of Homeland Security, U.S. Marshals Service, Federal Protective Services, General Services Administration, and Architect of the Capitol.
The ideal candidate will have significant high-level experience leading facilities and security programs of national scope.
The duties of the Deputy Chief of FSO include, but are not limited to:
Assisting the FSO Chief in the leadership, management, and oversight of subordinate staff, including the Administrative Services Division, Judiciary Security Division, Resource Management Division, Space and Facilities Division, and the Security and Facilities Policy Staff.
Serving as the first-line supervisor for the Chief of the Resource Management Division and the Chief of the Security and Facilities Policy Staff.
Creating and managing a collaborative and inclusive work environment for a diverse staff of approximately 100 government employees and additional contractor support; and overseeing the planning, programming, budgeting and execution of the judiciary's expansive facilities and security portfolios.
Serving as a senior advisor to the Administrative Office of the US Courts, the Judicial Conference of the United States and its committees, federal judges, court units, and judiciary officials on all matters relating to judiciary facilities and security policies, programs, and services.
Engaging and coordinating with other government agencies on behalf of the Judiciary's interests and requirements, including the General Services Administration, U.S. Marshals Service, Federal Protective Service, U.S. Department of Justice, and the Architect of the Capitol.
Monitoring the external environment and serving as a leader and advisor to the federal judiciary community about changes in federal facilities management and the security environment affecting the judiciary.
Assisting in the oversight of the federal judiciary's facilities portfolio consisting of approximately 41 million square feet of space in 750 facilities with an annual budget of approximately $1.3 billion.
Overseeing a broad range of advisory, program management and operational services including space utilization, space reduction and optimization, courthouse construction prioritization, courthouse design standards, courthouse security hardening program, rent validation, and tenant work requests.
Overseeing the effective execution of approximately $800 million court security portfolio which protects 750 federal court unit facilities, all federal judges, 32,000 judiciary employees, and court visitors.
Leading a broad range of services and programs including physical security measures, emergency management and preparedness, threat analysis, privacy protection for judges, security operations support, implementation of the Daniel Anderl Act, and capital security projects at court houses.
Providing executive oversight for the Judicial Conference Committee on Space and Facilities and its subcommittees and the Space and Security Advisory Council.
Providing executive oversight of the FSO staffing processes and overall correspondence management.
Managing legislative and GAO liaison work with other AO Offices, including the Office of Legislative Affairs and Financial Liaison and Analysis Office for FSO issues.
Ensuring FSO is adequately resourced to perform its mission and oversee day-to-day business activities in the office, including financial management, staffing, space, resources, travel, payroll, leave, and training.
Overseeing the development and execution of annual business plans for the office and monitor the performance of all office programs.
Leading business process improvement initiatives to improve the performance and effectiveness of office programs.
Providing leadership and support for AO-wide organizational initiatives as a member of the AO Management Network.
Serving as the Acting Chief in the absence of the FSO Chief.
Qualifications
Applicants must have demonstrated experience which shows competence in the qualifications as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which includes interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one year of specialized experience (preferably 3 years) equivalent to the GS-15/JSP-15/CL 31 level which is in or directly related to the line of work of this position. Specialized experience for this position is defined as follows:
Developing, managing, and implementing federal facilities and security programs;
Knowledge and experience with the federal judiciary, court units, and the Administrative Office of the U.S. Courts;
Experience with federal real property management, enterprise-wide facilities planning, facility construction and renovation, physical security, facility hardening, threat management, disaster management and preparedness, personal privacy information screening and removal, security system, and security planning; and
Working knowledge of federal personnel management, budgeting, financial management, and contracting.

Demonstrated knowledge and experience managing federal facilities programs, including federal real property management, enterprise-wide facilities planning, operations and maintenance, and facility construction and renovation.
Demonstrated knowledge and experience managing security programs, including physical security measures, facility hardening, threat management, disaster management and preparedness, personal privacy information screening and removal, security systems, and security planning.
Demonstrated knowledge and experience with the organizational structure and functions of the federal judiciary, court units, and the Administrative Office of the U.S. Courts.
Executive Core Qualifications (ECQs): Applicants currently serving in an AOES position or under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to submit a narrative response for the Executive Core Qualifications (ECQ). A narrative response as part of the application package for each of the following ECQs is MANDATORY for all other applicants.
