About the Position: This position is for a Procurement Analyst for US Mission Installation Contracting Command (MICC) located at Fort Gregg-Adams, Virginia. The purpose of this position is to serve as a Senior Procurement Analyst by serving in a leading acquisition role to ensure cost effective procurement results.

Duties

Perform procurement planning and coordination in order to identify problems. Advise contracting officers, management, and installation customers on matters, relating to the implementation and utilization of contracting policies and procedures. Provide Division Chiefs and subordinates authoritative interpretations of statutory requirements and specific policy and procedural regulations, directives, and other guidance Survey the analysis of numerous procurement activities to develop metric data with in-depth review prior to the formulation of new guidance or techniques. Audits/reviews acquisition strategies, proposed solicitations, contracts, options to be exercised, task and delivery orders, and contract modifications for both simplified acquisition purchases and sealed bid and/or negotiated contracts. Reviews contracting actions to assure compliance with statutes and regulations, and for appropriate contract type, pricing provisions, source selection, labor standard provisions and acquisition method. Present sensitive recommendations to higher authority in order to obtain compliance with policies from subordinate activities, and to represent the MICC on task forces. Integrate information collection, business analysis, and strategic communication into the concept of operations by managing the integrated staff processes and procedures. Analyzes organization information or data requirements related to procurement program initiatives and standardized metric reporting. Policy/compliance and Internal Control Administrator (ICA); responsible for review, interpretation, and promulgation of procedural changes imposed by higher authority involving regulations, laws, and good business practices. Supervises the Business Operations Division staff, performing technical and administrative personnel management responsibilities. Plans work of subordinates, including priority assignments and schedules for completion. Assigns work in accordance with priorities or special requirements, considering difficulty and complexity of assignments. Provides advice and assistance to employees on both work and administrative matters. Identifies training needs and provides or makes arrangements for employee development.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has been designated as non-critical sensitive as defined in DoD 5200.2-R, and requires you to possess, or obtain and maintain for the duration of employment, a secret security clearance.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: 1) Warranted Contracting Officer experience planning of operational and strategic contract acquisitions; 2) Coordinating strategies to provide resolutions to unique contracting problems; 3) Reviewing acquisition strategies, proposed solicitations and contracts; 4) Analyzing workload statistics and performance measures preparation; AND 5) Developing training programs for contract support and professional development. You will be evaluated on the basis of your level of competency in the following areas: Contracting/ProcurementOral CommunicationProcurement Analysis Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
