This position is located in Financial Management Service and performs payroll functions for the Marion VA Medical Center in Marion, IL.
Duties

Major Duties:
Receives and examines complex payroll authorization documents (e.g., leave authorization forms, allotments, employee organization deductions, etc.), makes computations, and prepares proper forms for the pay of the full variety of civilian positions (e.g., doctors and nurses under Title 38, etc.).
Reviews time and attendance actions and utilizes the Fiscal and HR databases and VATAS to ensure employees are paid accurately and on time.
Reviews novel and unique payroll situations which affect pay, leave, entitlements, taxes, benefits, other deductions and master pay record information for all employees in the group during the pay cycle.
Makes retroactive adjustments and traces errors involving the correction of pay covering long periods of time (e.g., a year or more).
Reviews source substantiating and supporting pay authorization documents for propriety, authentication, accuracy, and compliance with applicable regulations, policies, and precedents.
Audits automated listings for accuracy of changes made to permanent records and ensures pay files are updated and balance.
Conducts extensive record searches, traces discrepancies that occurred in the past, and determines the appropriate corrective actions based on existing guidelines.
Computes and corrects any irregularities and/or provides specific guidance for corrective actions when returning action to input source.
Reviews time and attendance reports for a diversified assigned time and leave units that cover a wide variety of different types of appointments and employment situations under various pay systems (Title 5, Title 38, VCS, Fee Basis, part-time, full-time, Intermittent) with different entitlements to pay, leave, deductions, and benefits based on these pay systems.
Provides customer service in person or by telephone and completes correspondence (e.g., answers written inquiries, prepares letters to obtain missing information, etc.) related to employee pay.
Interprets customer's inquiries and resolves discrepancies and complex problems based on an extensive knowledge of civilian pay rules, regulations, laws, procedures, or operations.
Researches and coordinates with Data Processing Center (Austin, TX), HR personnel, or other sources to solve complex problems and provide information.
Performs other miscellaneous duties in support of payroll functions.
Work Schedule: Monday-Friday, 8:00am to 4:30pm

Qualifications
GS-5 Qualification Requirement:
EXPERIENCE: At least one (1) year of specialized experience equivalent to the next lower grade level (GS-4) in the Federal service. Specialized Experience: Experience using a computerized payroll system to review or process payroll actions and authorization documents (e.g., leave authorization, allotments, employee organization deductions, etc.).
- OR -
EDUCATION: Four (4) years of successfully completed education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. NOTE: Copy of transcript required.
-OR-
COMBINATION: An equivalent combination of successfully completed post-high school education and experience as described above may be used to meet the total qualification requirements for this position. NOTE: Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to six months of specialized experience. Copy of transcript required.
GS-6 Qualification Requirement: At least one (1) year of specialized experience equivalent to the next lower grade level (GS-5) in the Federal Service that has provided you with the knowledge, skills, and abilities to successfully perform the duties of this position and that is typically in or related to the work of this position. Specialized experience: Experience utilizing an automated payroll system to perform government pay functions including reviewing and processing payroll actions and authorization documents (e.g., leave authorization forms, and allotments, employee organization deductions, etc.).

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates.
