This position is in the Office of Legislative and Intergovernmental Affairs (OLIA). As a Legislative Affairs Specialist, you will be responsible for coordinating with internal and external partners of OLIA, in support of the legislative agenda for the Agency.

Duties

Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee. Responsible for all aspects of legislative liaison; legislative text review, analysis, and reporting, for all assigned program areas with NASA's Congressional Authorization and Appropriations Committees. Participate in hearing strategy development with Agency staff and program officials, as well as Committee direction and concerns, and identifying Agency objectives for the hearing and issues to be addressed and/or resolved. Recommend and prepare information to be presented by Agency and program staff officials in their meetings with Members and staff of Congressional Committees by gathering, researching, and analyzing material. Provide analysis and advice on complex program issues in writing or orally. Draft letters for senior NASA official's signature to Members of Congress, key Congressional staff members, or their constituents on a variety of issues related to assigned program areas. Inform Congress and Agency staff of upcoming NASA solicitations and competitions. Foster a culture of engagement, diversity, inclusiveness, excellence and innovation. Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. GS-11: To qualify at the GS-11 level, you must have: a) One year of directly related specialized experience equivalent to the GS-09 level: Reviewing legislative processes and providing awareness of the sensitivities and concerns of Congress; Assisting in the monitoring of congressional activities alongside Senior Specialists and/or Managers to develop appropriate responses; Assisting Senior Specialists and/or Managers as a liaison for a variety of Congressional events. OR b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field OR c) Completed 3 full academic years of progressively higher level graduate education in an appropriate field; or LL.M., if related OR d) Have an equivalent combination of experience and graduate study as discussed in a), b) and c) above GS-12: To qualify at the GS-12 level, you must have one year of directly related specialized experience equivalent to the GS-11 level: Applying legislative processes and providing awareness of the sensitivities and concerns of Congress; Monitoring congressional activities and developing appropriate responses; Acting as a liaison for a variety of Congressional events. GS-13: To qualify at the GS-13 level, you must have one year of directly related specialized experience equivalent to the GS-12 level: Applying and assessing legislative processes to provide insight on congressional concerns; Preparing staff for congressional hearings, briefings, meetings, and testimony; Drafting correspondence/position papers and reports to management regarding legislative issues and making recommendations on changes/modifications. Education
