This position is located in the Office of the Secretary, Office of Foreign Assistance (F), which leads the coordination of U.S. foreign assistance, ensuring it advances U.S. national security and development objectives by coordinating policy, planning, and performance management efforts; promoting evidence-informed decision making; and providing strategic direction. You will report to the Deputy Director of F and oversee the Resources and Appropriations Division within F.
Duties
Serves as the Director of the Resources and Appropriations Division, with responsibility for planning, developing, and coordinating efforts to
prepare, present, defend and execute integrated plans and budgets for the International Affairs function.
Participates in developing the goals, objectives, plans, policies, and priorities that guide the execution of foreign assistance programs.
Provides authoritative advice and guidance ensuring the development of integrated resource management policies, plans and programs enabling the achievement of foreign policy goals.
Evaluates activities to ensure tactical and strategic objectives are being accomplished; redirecting staff resources to respond to new requirements or shifts in higher level priorities; overseeing the implementation of major new program initiatives.
Supervises the analytical staff and support personnel assigned to the division.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience managing foreign assistance programs.
Experience interpreting the federal budget process, including Congressional appropriations, and related laws and regulations that affect the budgetary process.
Experience managing the formulation, justification, and presentation of a federally funded interagency program.
Experience developing, maintaining, implementing, and advising on U.S. foreign policy, standards, or guidelines.
There is no substitute of education for specialized experience for the GS-15 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
Ability to adjust to change, work pressures, or difficult situations without undue stress;
