The primary purpose of this position is to plan, manage, and supervise the worldwide execution of several highly classified, compartmented air mobility plans which implement the Defense Sensitive Support System (DSSS). Position coordinates airlift requirements of a range of special mission and classified users.
Duties
Plans work to be accomplished in support of a National Command Authority Defense Sensitive Support System. Represents the Special Activities Division with a variety of installation and functional area organizations.
Manages the Information and Physical Security Program. Serves as Communications Focal Point, Equipment Custodian and purchasing agent for the Special Activities Division.
Independently performs a variety of complex budgetary and administrative functions to support budget and formulation.
Uses standard office automation software and specialized applications to accomplish standard analysis, develop a wide range of documents, reports and support conclusions.
Reviews and processes all incoming and outgoing communications, correspondence, materials, publications, regulations, and directives.

- Requires incumbent to have or be able to obtain a TOP SECRET security clearance – Sensitive Compartmented Information (SCI) access based on a Special Background Investigation (SBI)
- Workload will require temporary duty travel by either government or commercial air transportation to conferences, meetings; provide Technical Assistance Visits or other functions away from the duty site
- Workload will require on-call duty, weekend or otherwise uncommon work hours required to support worldwide DSSS operations and short-notice highest priority missions
- Work is performed in a physically confined office with strict access controls to the work area
- Individual may be required to work uncommon hours and, often, be on-call
Qualifications
This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing
This is a Temporary position NTE 30 Sept 2024. The individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge of the DSSS and its functions, processes, and principles of management as they apply to Knowledge Operations, SCIF management, security (personnel, physical and communications), resource management to include SAAM billing, aircraft scheduling and documentation, training and the efficient use of personnel and resources in order to effectively and efficiently manage such programs. Knowledge of the major issues, program goals and objectives, work processes and administrative operations of the organization. Knowledge of Global Decision Support System (GDSS) and Command and Control computer system. Knowledge of Personal Computers. Knowledge of SAAM billing process and OBAN management. Knowledge of mission scheduling. Knowledge of the foreign clearance guide.
Knowledge of ORM. Knowledge of Air Mobility Command's organizational structure. Knowledge of physical, personnel and communications security instructions. Knowledge of Joint Personnel Adjudication System.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge and experience of Defense System Support Agency (DSSA) policies, concepts, principles, and procedures and possess a full range of operational security controls from collateral thru TS/SCI.
2. Knowledge of organizational management and resource/financial management and the principles and practices of personnel management, along with highly effective leadership skills. Working knowledge of financial resource management principles, to include intricacies of SAAM billing procedures, OBAN management, DFAS organizational structure, and travel voucher accounting procedures.
3. Knowledge of the methods and techniques of fact-finding, analysis, and resolution of complex problems and ability to evaluate and develop concrete action plans to solve program problems. Knowledge of correct grammar, spelling, punctuation, capitalization, and format to be able to accurately prepare and edit written correspondence and reports. Ability to perform basic arithmetic calculations.
4. Knowledge of directives and regulations pertaining to security for the handling and storage of highly classified sensitive documents. Knowledge of the automated accounting system and associated hardware sufficient to input, retrieve and output data and skill with various office automation software programs, tools, associated hardware (e.g., printers, scanners, etc.) and techniques to support office operations and produce a variety of documents such as letter, reports, spreadsheets, databases, and graphs. This would include intermediate features to accomplish complex reports, charting/graphing in spreadsheets and retrievals from databases.
5. Skill in the evaluation of requirements, programs, and operations versus their risk is essential. Knowledge of a wide range and skill in applying accounting & financial policies, regulations, practices, procedures, precedents, methods, and techniques which support the administration of a budget and knowledge of a wide range of financial & budget sources, types, and methods of funding. Knowledge of one or more automated databases associated with a specific security function to recognize, locate, and insert data/information; support office and security operations; and produce a variety of documents and reports.
6. Knowledge of common and specialized security methods, rules, regulations, and principles to provide technical work and provide security administration and perform a wide variety of interrelated or nonstandard security assignments and resolve problems. Ability to plan and organize work and accomplish multiple ongoing projects; and ability to locate, assemble, and compose information for reports, inquiries, and technical security correspondence.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
