Duties
This position is located at Alcohol and Tobacco Tax and Trade Bureau (TTB), Assistant Administrator-HQ Operations/Scientific Services Division in the Non-Beverage Alcohol and Tobacco Branch. The incumbent of this position serves as Deputy Director of SSD and assists the Division Director in planning, developing, and administering the Division's programs.
As a Supervisory Chemist (Deputy Director), you will:
Help lead strategic planning, program performance management and program evaluation, including developing and executing short- and long-term plans for SSD. Develops performance measures and monitors performance progress.
Develop new programs, and reorient/recast laboratory program goals, objectives, plans, and schedules, in response to changes in laws, regulations and budgetary restrictions.
Provide technical guidance to TTB executives, Treasury executives, and TTB's Regulations and Rulings Division on complex technical issues to help develop science-based policies and regulations.
Represent TTB at meetings with industry, other Federal agencies, foreign regulatory agencies, State alcohol and tobacco regulators, Offices of State Attorneys General, and scientists in the private sector to guide, defend negotiate, and/or resolve TTB's positions on technical issues.
Lead in evaluating the effectiveness of existing technical programs of the division supporting TTB's mission, making necessary changes or modifications to enhance their effectiveness, and/or develops new programs to support emerging issues, new regulatory mandates, voluntary compliance by the industry, and emerging regulatory enforcement needs.
Qualifications
You must meet the following requirements by the closing date of this announcement.
For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes:
Managing operations in support of regulatory programs which deliver work products according to customer service standards; AND
Applying federal statutes and regulations to the chemistry and manufacturing processes of alcohol beverage, nonbeverage alcohol, tobacco products, or similar food products; AND
Formulating and managing budgets for a laboratory; AND
Supervising chemists and technicians' work and projects, including mentoring, providing performance feedback, and yearly performance evaluations.
Education
You must meet the minimum basic educational/experience requirements for chemist positions in the federal government. These include:
A.) A 4-year degree in physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics;
OR
B.) A combination of education and experience with course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience, or additional education.
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the
