The primary purpose of this position is: to plan, organize, direct and provide a well-organized youth sports and fitness programs for youths on Joint Base McGuire-Dix-Lakehurst.
Duties
Plans, organizes, and implements an enhanced youth sports and fitness program for youths.
Plans and coordinates the details of recurring activities, special events, and joint community undertaking so as to make maximum use of facilities, services, and other resources.
Develops program plans and budget requirements with supporting data for inclusion in overall program plans.
Exercises personnel management responsibilities.

- The DD Form 2981 requires annual certification and requires personnel to immediately report to their supervisor any incident that may invalidate their prior background checks and make them ineligible for contact with children/youth
- Personnel will undergo a reverification every five years performed using the same investigations as required during the initial investigation
- Must be able to obtain and maintain current certification in first aid and CPR. The employee must meet and maintain training requirements as outlined in applicable DOD and AF regulations
- The work may require the employee to drive a motor vehicle. An appropriate, valid driver’s license may be required for the position, e.g., regularly drive passengers on tours or field trips

- Bachelor's degree in Outdoor Recreation, Therapeutic Recreation, Recreation Management or related degree or two years related work experience is desired
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Recreation Specialist Series 0188.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes planning youth sports and fitness programs; maintaining facilities and sports areas of youth fitness and sports programs; managing funds, budgets, supplies, equipment, facilities, and revenue generated activities; advising and providing counsel to employees regarding policies, procedures, and directives of management.

EDUCATION: Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL. B or J.D., if related. Major study -- general recreation, or one of the appropriate fields of recreation such as outdoor recreation; recreation and parks leadership; wild land recreation management; natural resources recreation; youth recreation; public, urban, or community recreation; special populations recreation (e.g., senior citizens, institutional, etc.); or physical education. The education must have been obtained in an accredited college or university. NOTE: YOU MUST SUBMIT COPIES OF YOUR OFFICIAL TRANSCRIPTS.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience above may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: YOU MUST SUBMIT COPIES OF YOUR OFFICIAL TRANSCRIPTS.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge gained through relevant experience and/or education which enable the employee to competently and independently carry out continuing youth sports/outdoor recreation projects or programs through proper application of the principles, concepts, and techniques of recreation to the specific needs of community to be served and in the light of the natural environment involved.
2. Knowledge of the activities and services involved in a typical youth sports/outdoor recreation program and of the practices and procedures of sound natural resources management and utilization. This knowledge enables the employee to develop and conduct a recreation program that not only supports and meets the basic program requirements, but that provides a range of enhanced program activities which properly utilize and are in harmony with the environment.
3. Knowledge of procedures for developing and executing both APF and NAF budgets for a youth sports/outdoor recreation program.
4. Skill in the application and utilization of such knowledge in planning and carrying out an enhanced program in the recreation specialty area which meets, as fully as possible, the needs of the participating community.
5. Skill in effectively organizing and utilizing all available community resources within the program framework.
6. Knowledge of human behavior and psychology and the ability to properly manage all subordinate paid and unpaid staff and the skill to keep them all as a close family team; as well as; the ability to motivate, train, and work effectively with diverse staff members.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
