The primary purpose of this position is to serve as Director, Joint Base McGuire-Dix-Lakehurst Community Center, to plan, manage, supervise and direct all center programs and activities.

Duties

Serves as Director of Tri-Service Community Activities Center providing a wide range or recreational services for DOD military, civilian, and dependent populations at Joint Base McGuire-Dix-Lakehurst. Plans, organizes, and directs the various program and activities offered by the Community Activities Center. Manages budgeting and fiscal matters pertaining to Community Center program and activities. Plans and manages a publicity program for the Community Centers promoting its purpose and programs, services and activities.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Specialized experience must have demonstrated the ability to apply the principles of one or more specialty areas of recreation. Examples of qualifying specialized experience include comprehensive knowledge of a wide range of principles, concepts, and practices in planning, implementing, and managing a large-scale recreational program of the community activities, such as would be gained through extended graduate study or experience, and skill in applying this knowledge to planning and managing such a program. A comprehensive, intensive knowledge of a wide range of methods and techniques for planning and administering a large recreational program, and skill in applying this knowledge to the development of new methods, approaches, or procedures. OR EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. Major area of study: general recreation, or one of the appropriate fields of recreation such as outdoor recreation; recreation and parks leadership; wild land recreation management; natural resources recreation; youth recreation; public, urban, or community recreation; special populations recreation (e.g., senior citizens, institutional, etc.); or physical education. NOTE: You must submit a copy of your transcripts with your application. OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of experience as described above and have less than the full amount of education described. Therefore, I have a combination of experience and education above. NOTE: You must submit a copy of your transcripts with your application. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Broad knowledge of the principles, methods, and techniques for planning, implementing, and managing a largescale recreational program offering a variety of community activities. 2. Skills in developing, implementing, and managing a wide range of recreational programs, services, and community activities. 3. Knowledge of the various methods, techniques, and procedures for publicizing recreational programs and activities through all available media; and skill in publicizing and promoting recreational programs and activities. 4. Knowledge of procedures for developing and executing a budget for a large recreational program, and skill in maintain control and accountability for funds, supplies, equipment, and facilities. 5. Knowledge of the tools, methods and techniques for accessing and analyzing the recreational needs of a large and diverse tri-service community; and skill in applying this knowledge to improve the community. 6. Skill in preparing and presenting briefings for a variety of audiences. Skill in supervising, motivating and directing a subordinate workforce. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
