You will serve as a LEAD POLICE OFFICER in the OPERATIONS DIVISION of WEPSTA SEAL BCH SECURITY DET.

Duties

You will coordinate emergency response for calls concerning complaints or reports of violations. You will direct and evaluate work performed by police officers. You will administer anti-terrorism, force protection, physical security, and law enforcement services for the protection of life and property. You will conduct preliminary investigations of critical incidents (e.g., traffic accidents, domestic violence, fights, assaults, child abuse or neglect).

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • The DON does not employ individuals for Law Enforcement Officer positions who have been convicted of a crime of domestic violence on or after 27 November 2002. You must submit DD Form 2760, Qualification to Possess Firearms before appointment.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain a current valid United States driver's license.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. You will be required to sign a DD-Form-2760, Qualification to possess firearms or ammunition.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You must meet the qualifications and be certified to carry a firearm. You will need to maintain firearm proficiency.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Must be at least 18 years of age.

Qualifications

I have one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector 1) Performing law enforcement (LE), physical security (PS), antiterrorism (AT), and force protection (FP) functions; 2) Deploying specialized or advanced techniques, equipment, knowledge, or training; 3) Conducting preliminary and/or ongoing investigations of incidents; and 4) Documenting law enforcement and security events and the issuance of citations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Completion of the Federal Law Enforcement Training Center (FLETC) Uniformed Police Training Program is a condition of continued employment. Employee will be required to sign a continuing service agreement prior to travel to the academy. "Agreement to Continue in Service, Agency requires 36 months of continued employment after the completion of required training from the FLETC in accordance with Title 5 USC 4108 and 5 CFR410.309. Failure to voluntary complete length of employment requirement can subject employee to reimburse to the agency for fees, such as tuition and related fees, travel, and other special expenses (excluding salary) paid in connection with the training." Incumbent must pass a sanctioned physical agility test and medical evaluation and pass periodic re-tests as required. May be required to respond to off-base circumstances as directed by the Installation Commander, in accordance with Navy and DOD policy. Incumbent must be able to read, write and speak English. Required to wear a uniform and maintain appearance and grooming standards per Navy, Region, or Local Command Standard Operating Procedures/Orders/Policies. This position is subject to shift work. Incumbent is subject to 24-hour recall and will maintain a 24-hour recall notification number and is required to respond per installation policy/standard operating procedure. May be subject to being interrupted from meal and/or other work breaks while on duty. Overtime may be required. Incumbent must be available for various shifts, ranging from 8 to 12 hours. May be required to work overtime on an emergency basis. May be recalled to duty. Must be able to use all police equipment, certify in the use of radar detection and alcohol detection equipment, field sobriety tests, expandable or collapsible baton, and obtain other certifications required to accomplish the duties of a law enforcement officer. Vision must be corrective to 20/20 plus and must be able to distinguish basic shades of color. Ability to hear both high and low frequency tones. Must successfully complete a designated Navy Police Officers Course of Instruction and meet all certification requirements, to include weapons certifications, CPR, AED, DOD and Joint Training Regulations. As first responders to chemical-biological attacks, must be able to train and wear personal protective equipment to include mask, suit, boots and gloves. Failure to meet conditions of employment may result in disciplinary action or termination.
