The ideal candidate will have multiple years of federal government contracting experience. Knowledge and skills of federal regulations and authorities are a must. the person will have leadership experience in the contracting field and have possessed a federal warrant authority. The person will be FAC-C or DAWIA Level 2 or 3 certified. Construction and Architect and Engineering (A&E) contracting experience desired.

Qualifications

All qualifications and eligibility requirements must be met by the closing date of the announcement. Basic Requirements: A 4-year course of study leading to a bachelor's degree with a major in any field; OR At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position. This position will require FAC-C certification which is mandated by DHS policy for Contract Specialist series 1102 positions. DAWIA Certification Conversion: DHS recognizes current DAWIA certifications as equivalent to FAC-C at the same level as long as the individual has met the education and experience requirements. In addition to the basic qualifications above, the qualification requirements listed below must be met within 30 days of the closing date of the announcement. To qualify for this position at the IC-11 level, you must possess one full year of specialized experience equivalent to at least the IC-09 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following:  Applying procurement and contracting guidelines and requirements to procure and/or administer complex contracts; Preparing contracting pre-award functions; including preparing solicitation documents and analyzing proposals; and Preparing written reports, analyses and presentations through automated financial systems. OR 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree To qualify for this position at the IC-12 level, you must possess one full year of specialized experience equivalent to at least the IC-11 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following:  Applying laws, statutes, Executive Orders, regulations, and procedures applicable to procure and/or administer contracts for a variety of specialized equipment of services; Conducting contract reviews to evaluate contractor's performance and/or ensuring compliance; and Negotiating with contractors regarding contract terms, modifications, conditions and/or financial arrangements.
