This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Incumbent will serve as a Management Analyst for the Directorate of Public Works (DPW), Operations and Maintenance Division (OMD). Managing projects and contract services under the control of different managers.
Duties
Develops/supports the Annual Work Plan (AWP) for Sustainment, Restoration, and Modernization (SRM) projects by having a general understanding of DPW’s budget, funding procedures, and contract prerequisites to ensure services are rendered properly.
Ensures efficient and effective planning and accomplishment of projects and contract services
Provides support for assigned projects by assessing customer's requirements, strategizing with team members to construct a work plan, monitoring work and making adjustments for difficult or unusual situations.
Integrates requirements into a singular comprehensive plan that captures all contributing activities' organizational issues and requirements to include unique functional elements located at Fort Bliss and their related subordinate activities
Works directly with IMCOM personnel to discuss IMCOM 1-N funding, Service Contract Approvals, Contract Templates, generate information/data reports to ensure funding is utilized efficiently and for the correct services.
Collects and compiles statistical data and develops local applications to perform timeline analysis by using spreadsheets, graphics and database applications
Plans and executes briefings, workshops, and/or training events for consistency purposes and serves as the focal point for all briefs, workshops, and coordinating training events
Coordinates marketing and publicity efforts for assigned projects by using different sources such as Facebook, SLU, PAO, perform market research to find vendors, contractors, etc
Serves and performs the requirement of a Contracting Officer's Representative (COR) for projects/service contracts.
Performs operations and maintenance record functions including querying and updating the General Fund Enterprise Business System (GFEBS) database
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret clearance (T3 - Non-Critical Sensitive Investigation) to have access to classified information and attend classified meetings
- Must obtain and maintain a valid State driver's license.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports

Specialized experience: one year of experience analyzing and evaluating the effectiveness of program operations to establish effective work procedures. Using an automated system to create reports and develop program and budget requirements. Conduct studies to recommend changes or improvements in staffing and work methods.
Education
