This vacancy is for a Statistician position in the Office of the Under Secretary for Economic Affairs (OUSEA) located in Washington, DC.
This Job Opportunity Announcement may be used to fill other Statistician-1530-5, FPL ZP-5 positions within the Bureau of Economic Analysis in the same geographical location with the same qualifications and specialized experience.
Duties
Serve as Deputy Evaluation Officer overseeing evaluation and evidence-building by providing direction, expertise and assessment of statistical methods and applications, long-term evaluation and research plans, and evidence-building activities.
Identify and collaborate with stakeholders across the Department to develop plans and methodologies to support Evidence Act activities. Help refine strategic objectives and strategies pertaining to data.
Identify and reduce barriers to accessibility and use of data.
Provide expertise, guidance, and evaluation of OUSEA and Departmental activities related to evaluating the performance of organizational activities and programs and increasing the use high-quality evidence in decision-making.

Qualifications
Minimum Education Requirement:
A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
AND
Specialized Experience: For the Band V (GS-15), you must have one year of experience at a level of difficulty and responsibility equivalent to the Band IV (GS-13/14) in the Federal service. Experience for this position includes overseeing evaluation and evidence-building efforts; collaborating with stakeholders to evaluate and manage complex programs and initiatives; developing and assessing evaluation activities; and providing expertise and guidance on social science, data science, and statistical methods.
Education: Education cannot be substituted at this band/grade level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer.
