The incumbent, under the supervision of the Supervisory Attorney Advisor or Senior Examination Specialist, provides assistance in conducting Fair Lending examinations, gathering information, conducting interviews, and assessing information related to fair lending. They track examination milestones, maintain documentation, and follow OFLO guidance. They also help develop new procedures for emerging fair lending issues.

Duties

The Office of Fair Lending Oversight (OFLO) The mission of the Office of Fair Lending Oversight (OFLO) is to ensure that the Enterprises and FHLBs operate consistently with the public interest and with sufficient overall risk management by providing fair, equal, and nondiscriminatory access to credit and housing. OFLO's principal activities include monitoring regulated entities for fair lending risk, assessing FHFA and regulated entities' policies for fair lending risk, advising FHFA decision-makers on fair lending, and evaluating regulated entities' policies, products, programs, and activities for fair lending compliance. Major Duties and Responsibilities: The Examination Specialist (Fair Lending) duties listed below are at the EL-11 grade level. The selectee will perform the following duties with varying levels of supervision and difficulty. Performs appropriate examination procedures, adapting standard procedures and techniques to identified issues/risks. During the course of the examination, the examination specialist assists to ensure an accurate understanding of the key risks, processes and controls, and the factual basis for examination findings. Follows supervisory guidance to ensure that the development of work product is completed and documentation is maintained according to policy and program guidelines and standards. Participates in drafting conclusions, formulates recommendations, and prepares findings memoranda within established timeframes. Keeps abreast of emerging issues and trends in fair lending, as well as issues and events that may affect the continued safe and sound operations of the regulated entities. As assigned, provides written analysis and recommendations for issues requiring agency approval or attention. Conducts fair lending risk assessment and prioritization activities with assistance from OFLO team members and under the supervision of the Supervisory Attorney Advisor. Develops knowledge of issues, trends, and advances in fair lending and fair lending supervision of large, complex financial institutions. Participates special projects and helps coordinate within the FHFA and/or with the Enterprises, as appropriate. Develops presentation materials for such projects and is responsible for the accuracy of presentation materials. Participates in monitoring the Enterprises' multifamily housing finance policies and programs relative to certain policy related directives. Collaborates with other OFLO team members to draft monitoring reports, which, on occasion, includes providing supporting information for recommendations. The input is reviewed and approved by other staff members. Works with other internal divisions such as the Office of General Counsel, Division of Enterprise Regulation, Division of Bank Regulation, and Office of Minority and Women Inclusion as appropriate. Works on special projects and helps coordinate within the FHFA and/or with the Enterprises, as appropriate. Develops presentation materials for such projects and is responsible for the accuracy of presentation materials. Maintains documentation to verify any analysis included in the materials and to reproduce the analysis, if required. Performs other duties as assigned.

Qualifications

To qualify for the Examination Specialist (Fair Lending) position, you must meet the basic eligibility requirements for the 0570 series and the minimum qualification requirements. Your resume must clearly describe your relevant experience. Transcripts are required if you choose options "A" to satisfy the basic requirement. Basic Requirement for Examiners (0570): A. Undergraduate and Graduate Education: Major study -- accounting, banking, business administration, commercial or banking law, economics, finance, marketing, or other fields related to the position. -OR- B. Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include: Work requiring a thorough knowledge and the application of commercial accounting or auditing principles and practices (but less than full professional accounting knowledge) with a financial institution. Examining or auditing such financial institutions as savings and loan associations, savings or commercial banking institutions or trust companies, farm credit associations, or Federal or State credit unions. Professional accounting or auditing work that provided a broad knowledge of the application of accounting or auditing principles and practices. Work that provided a thorough knowledge of Federal and State laws applicable to the type of financial institution involved (e.g., savings and loan associations, Bank for Cooperatives, savings or commercial banks, investment institutions, etc.), and of the operations and practices of such institutions. In addition to meeting the basic entry requirement for an Examination Specialist (Fair Lending), applicants MUST demonstrate in their resume the ability to perform the specialized experience statements described below. Minimum Qualifications EL-09: Applicants must have one-year of specialized experience equivalent to the EL/GS-07 or directly related education. Choose the letter that best describes your relevant background. A. Specialized Experience for this grade level includes: Assisted in gathering and analyzing facts to support housing finance policy decision. Assisted with conducting investigations or examinations of financial institutions for compliance with fair lending laws. Participated in analysis and monitoring of a financial institution. Assisted in conducting routing studies of housing finance policy. Experience researching and compiling data. B. Education: Completion of two academic years of graduate-level education or a master's degree in afinance, business administration, economics, accounting public policy, urban planning or related field. C. Combination of education and experience as described above in options "A" and "B". Minimum Qualifications EL-11: Applicants must have one-year of specialized experience equivalent to the EL/GS-09 or directly related education. Choose the letter that best describes your relevant background. A. Specialized Experience for this grade level includes: Experience assisting with conducting investigations or examinations of financial institutions for compliance with fair lending laws (such as the Fair Housing Act, Equal Credit Opportunity Act, or similar state laws) or fair lending risks (such as redlining, pricing, underwriting approvals). Experience collecting documents or evidence, conducting interviews, documenting findings and preparing conclusion reports. Experience analyzing financial performance of financial institutions. B. Education: Completion of 3 years of higher graduate-level education or a Ph.D. (or equivalent doctoral degree). The education should demonstrate the necessary knowledge, skills, and abilities for successful job performance and include at least 6 semester hours of accounting coursework and 3 semester hours of introductory auditing coursework, totaling 9 semester hours. C. Combination of education and experience as described above in options "A" and "B". Audit or safety and soundness experience strongly desired. Commissioned examiners strongly encouraged to apply. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
