This position is located in the Department of Transportation (DOT), Pipeline and Hazardous Materials Safety Administration (PHMSA), Human Resources Division, Talent Sustainment Team. You will serve as the Employee and Labor Relations (ELR) Division Chief in the Department of Transportation, Pipeline and Hazardous Materials Safety Administration (PHMSA), Human Resources Division, and Talent Sustainment Team.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
Experience providing advice to political and career executives on Employee Relations/Labor Relations (ER/LR) issues, including adverse actions, harassment investigations, and performance matters.
Experience defending an organization against grievances and allegations of unfair labor practices.
Experience conducting research, developing defense strategies, and preparing briefs and legal arguments addressing ER/LR matters.
Experience serving as an agency advocate in Federal sector term and mid-term collective bargaining negotiations.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Employee Relations - Knowledge of laws, rules, regulations, case law, principles, and practices related to employee conduct, performance, and dispute resolution.
Labor Relations - Knowledge of laws, rules, regulations, case law, principles, and practices related to negotiating and administering labor agreements.
Performance Management - Knowledge of performance management concepts, principles, and practices related to planning, monitoring, rating, and rewarding employee performance.
Influencing/Negotiating (*) - Persuades others to accept recommendations, cooperate, or change their behavior; works with others towards an agreement; negotiates to find mutually acceptable solutions..
