The Senior HR Specialist (HRIS) provides overall coordination for the agency's HR information systems and HR data programs. The incumbent will work with HR subject matter experts, the agency's IT staff, and managers to maintain the agency's HR information systems (e.g., payroll, hiring, employee data, timekeeping) and to write and develop reports and analyses based on the data in these systems.
Duties
The Sr HR Specialist, working with HR colleagues and managers across the agency, will support the development of both regular and ad hoc reports and analyses to support HR decision-making at the agency. In addition:
1. Manages HR-related databases and ensures accuracy and completeness of HR data. Works directly with HR processing staff, subject matter experts, and managers to audit and ensure that data in HR-systems are as accurate and timely as possible. Manages linkages across different databases, systems, reports, and dashboards to ensure alignment across multiple data sources or products. Ensures security and privacy of HR data.
2. Administers HR databases and information systems, including managing user roles, access controls, new user set-up and training, and password resets. Provides first-line troubleshooting for staff and users on technical or systems issues.
3. Serves as primary agency expert on HR reporting. Writes both ad hoc and regular report queries on behalf of HR colleagues and manager requests to provide accurate HR and employee data for a wide variety of HR needs (staffing, employee data, demographics, compensation, benefits, etc.). Advises and trains other colleagues on the use of HR reporting systems and databases and helps support the use of data across OHRM.
4. Works with managers and HR staff to identify needs for regular reporting or data gathering. Helps identify potential sources of key data points and develops reporting solutions to provide those as needed. Develop analytical tools or dashboards to transform reporting data, often from multiple sources, into formats that can be used to aid in decision-making.
5. Serves as primary liaison between HR staff and systems vendors/IT support staff. Gathers system requirements from subject matter experts and communicates these to the IT developers and relevant staff. Coordinates efforts required in OHRM to implement system upgrades and troubleshoots issues with the implementation of upgrades and other systems enhancements. Supports HR staff with use and training on new or enhanced information systems.
6. Applies knowledge of federal HR concepts and practices to the analysis of raw HR data. Identifies conclusions based on review of data sources and analyses and provides actionable insights for final decision by upper management. Refines and further develops analyses on request to reach appropriate level of granularity.
7. Uses data visualization and analytical tools to aid in the presentation of HR data or analyses. Supports the ongoing maintenance of HR dashboards and reporting products.
8. Collaborates with HR stakeholders to identify process inefficiencies and implement system improvements and automation solutions to enhance HR workflows. Identifies potential solutions to improve HR data collection or overall HR processes and works as part of a team to develop and implement improved databases, tracking mechanisms, workflows, or other data projects.
9. Troubleshoots complex issues related to HR information, databases, or systems. Resolves issues with HR reporting accuracy or timeliness, including issues with the construction of dashboards or data feeds. Advises colleagues on the integration of HR data and dashboards into regular HR processes.
10. Address questions and concerns pertaining to timekeeping, personnel, and payroll systems. May be involved in the processing of personnel actions.
11. Other duties as assigned.

Qualifications
Qualifying experience for the EL/GS-13 level includes one year of specialized experience at least equivalent to EL/GS-12, which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
Examples of specialized experience include the following:
1. Developing and running reports or dashboards from Oracle or a similar HRIS system, including both ad hoc and recurring reports to HR specialists, hiring managers, and other clients.
2. Analyzing HR data using analytical or data visualization applications to develop charts, graphs, dashboards, or other analyses to support HR decision making.
3. Administering HR information systems, including access controls, new user set-up, and first-line troubleshooting.
4. Liaising between users (HR Specialists) and technical staff on the development and implementation of enhancements to HR information systems.
