This position will be filled under Direct Hire Authority (DHA) for Domestic Defense Industrial Base (DIB) and Major Range and Test Facilities Base (MRTFB) in Department of Defense (DoD).
Duties
Supervise network, database, and server administrator technology specialists who manage the full spectrum of the organization's Processing Node and infrastructure.
Provide leadership on all branch initiatives, including support of capabilities for the data center operations and maintenance.
Plan, schedule, and estimate resources and funding needed to accomplish branch workload.
Maintain adequate tracking systems and measurements to monitor the progress and status of projects and activities, and response times against established targets.
Represent the branch at division, Configuration Control Board, and/or mission support meetings, technical workshops and seminars.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- Must obtain and maintain the appropriate baseline certification/recertification within six months of being assigned as outlined in DoD Publication 8570.01M Information Assurance Workforce Improvement Program.
- Must obtain and maintain the appropriate computing environment certification IAW DoD 8570.1M within six months of being assigned.
- This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.

Specialized Experience: One year of specialized experience which includes: 1) Planning, initiating, forecasting, and managing information technology (IT) workload; 2) Leading and guiding the work of an IT technical staff to ensure work is carried out; AND 3) Training or arranging for the training of team members in methods and techniques to successfully accomplish tasks or projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing work that sometimes requires editing by others, or requires review prior to completion;
(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving simple and routine problems, questions, or complaints; asking appropriate questions to clarify information about issues, escalating non-routine issues to the appropriate individual, team, or organizational group; responding to inquiries in a timely manner; keeping customers informed of status and status changes;
(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: providing answers to routine inquiries in a clear, concise, and organized manner; actively listening to others, paying attention to verbal and non-verbal cues and listening for misunderstanding and misinterpretation; and
(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: making routine decisions independently, where there is a standard process; identifying problems or inefficiencies in work processes and activities and recommending solutions; recognizing situations when further guidance is needed from senior colleagues or supervisors.
