This Engineering Technician position is located in Healthcare Technology Management /Clinical Engineering Service at the White River Junction VA location. This position is a full-time at 40 per week.

Duties

Duties and responsibilities include but are not limited to: Devises solutions when complex problems arise during equipment installation and life cycle sustainment, typically without supervision, while keeping supervisor informed of the situation. Ensure safe operation of electronic equipment manage and integrate electronics systems and their related information technology (IT) systems, throughout the entire lifecycle of the technologies. Coordinate equipment installation, verify contract specifications are met, performs initial tests of operability and integration and deems equipment safe and ready for use. Develops and implements a support strategy for the customized systems or interfaces. Analyze organizational needs to design, develop, and implement, customized solutions utilizing software and/or hardware. Investigate, troubleshoot, and diagnose the root cause through consultation with staff, and/or equipment manufacturers, and use of experience and other resources. Experience in advanced analog and digital electronics technology, and knowledge of information technology (IT), engineering and electronics theory to support medical and administration programs. Analyze and diagnose complex medical electronic systems that may include but not limited to: delivery robots, nurse call, real-time locating systems (RTLS), temperature monitoring, exam tables, etc. Identify and remediates hazardous conditions and procedures with electronic and facility enterprise systems and initiates appropriate corrective action. Analyze and evaluate equipment problems, determining if the problem is caused by use error, hardware or software component failure, physical damage, environmental factors, and connectivity/compatibility or communication/networking issues. Possess advanced knowledge of computer-based systems, common operating systems, and computer programming to determine whether a system is to be repaired, removed, restored or allowed to remain in operation. Selection at a lower grade level does not guarantee promotion to the higher level. Notifications: Positions are AFGE Bargaining Unit positions Current and former Federal employees must submit copies of their most recent SF-50 (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. This position is in the Competitive Service. Time-in-Grade Restriction: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. The grade may have been in any occupation but must have been held in the Federal service. Veterans' preference does not apply for other current permanent Federal agency employees. Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment. This position is covered by locality-based comparability pay.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/20/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. For the GS-09 position you must have served 52 weeks at the GS-07.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Engineering Technical Series 0802 Certification: Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience. You may qualify based on your experience and/or education as described below: GS-7: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-08 in the normal line of progression for the occupation in the organization. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Examples of specialized experience would typically include, but are not limited to performing technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. OR, Education: Applicants may substitute education for the required experience. Graduate education or an internship meets the specialized experience required above GS-5 only in those instances where it is directly related to the work of the Engineering Technician position in the field of engineering. One full year of graduate education meets the requirements for GS-7. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. OR, Equivalent combinations of successfully completed graduate level education and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must include graduate courses directly related to the work of the Engineering Technician position in the field of engineering. This education must have been obtained in an accredited college or university. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. OR, GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.
