THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a RANGE OPERATIONS SPECIALIST (TITLE 32), Position Description Number D2798000 and is part of the FL CBJTC, National Guard.

Duties

RANGE OPERATIONS SPECIALIST GS-0301-09; Implements range operations functions directly related to the safe and efficient utilization of the Range and Training Area (RTA) complex during live fire and live training operations on multiple ranges, maneuver training area, and live training facilities. Performs range safety functions to include on-site inspections of ranges and training areas, safety pre-briefing to using military and civilian agencies, investigation of range accidents/incidents, and providing technical guidance and advice to supervisors, range safety officers, and unit personnel. Monitors and inspects the range and training area complex for training and recreational activities to ensure compliance with all applicable regulations, procedures, range, or facility standard operating procedures (SOPS), range risk assessments, Surface Danger Zones (SDZs) overlays, and special instructions.

Requirements

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.

Qualifications

AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency Category 3: All current military members of the Florida National Guard; and Category 4: All individuals who qualify for membership in the Florida National Guard and are willing to become T32 Dual Status technicians. First consideration will be given to Category 1. PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLARNG BUS Code NG5022: This position is "included" in the bargaining unit and eligible for labor organization representation. Military Grades: Officers, Warrant Officer, Enlisted; O3 thru E5. TEMPORARY PROMOTION- For Title 32 selectees only: This is an obligated position (incumbent is on a military tour). If a permanent employee in the Title 32 excepted civil service accepts this position, he/she will retain their permanent status AND return to their previous Title 32 position once incumbent returns from military duty. If the military tour member, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, the selected individual may remain in this position without further competition. INDEFINITE APPOINTMENT-For Current Title 5 selectees only: This is an obligated position (incumbent is on a military tour). If an on-board individual employed in the Title 5 excepted civil service accepts this position, he/she will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition. INDEFINITE APPOINTMENT-State National Guard Members (Not Current T5 or T32 Onboard) This is an obligated position (incumbent is on a military tour), selectee will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment right to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition. GENERAL EXPERIENCE: Must have experience, education or training which provided a general knowledge of principles of organization, management, and administration; experience compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information; experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled; experience using computer and automation systems. SPECIALIZED EXPERIENCE: GS-09 Must have at least 1 year specialized experience, education or training equivalent to at least the next lower grade level in any position that required compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information; experience providing technical guidance and assistance in range operations; familiar with and understanding of administrative procedures and practices of management; experience developing administrative procedures.
