This National Guard position is for a SURFACE MAINTENANCE MANAGER (TITLE 32), Position Description Number D1249000 and is part of the FL JFHQ, National Guard.
Duties
As a SURFACE MAINTENANCE MANAGER (TITLE 32), GS-1601-13, you will manage, direct, coordinate, and oversee the ARNG State Surface Maintenance program. Determines goals and develop plans independently or jointly with higher management. Contributes significantly to the determination of resource needs, allocation of resources, and is accountable for their effective use. Makes or recommends organizational changes that have considerable impact, such as those involving basic structure, operating cost, and key positions. Considers a broad spectrum of factors when making decisions (or recommendations to higher level management), including such matters as employee relations, labor-management relations, and the effect on other organizations. Coordinates program efforts with other organizations or with National Guard Bureau (NGB) personnel. Assesses the impact of the organization's programs on other organizations in the state. Sets policy for the organization in such areas as determining program emphasis and operating guidelines. Understands and communicates NGB policies and priorities throughout the organization managed. Deals with human resources management policy matters affecting the entire organization, with personnel actions affecting key employees, or other staffing actions having significant impact. Delegates authority to subordinate supervisors and holds them responsible for the performance of their units.
Requirements
- National Guard Membership is required.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Selectee will be required to wear the military uniform.
- Security Clearance requirements are determined by position and/or MOS/AFSC compatibility
Qualifications
AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709", and is open to Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency Category 3: All current military members of the Florida National Guard.
PCS: Permanent Change of Station (PCS) MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.
FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation.
MILITARY GRADES: Officer; O4 thru O5
TEMPORARY PROMOTION- For Title 32 selectees only: This is an obligated position (incumbent is on a military tour). If a permanent employee in the Title 32 excepted civil service accepts this position, he/she will retain their permanent status AND return to their previous Title 32 position once incumbent returns from military duty. If the military tour member, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, the selected individual may remain in this position without further competition.
INDEFINITE APPOINTMENT-For Current Title 5 selectees only: This is an obligated position (incumbent is on a military tour). If an on-board individual employed in the Title 5 excepted civil
service accepts this position, he/she will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition.

GENERAL EXPERIENCE: Must have experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: GS13. Must possess 1-year of experience comparable in scope and responsibility to next lower grade in the Federal Service (obtained in either the public or private sector). This experience must include activities such as applying principles, concepts, and methods of equipment, facility, or service operations sufficient in planning assignments; experience using well-established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs; experience in determination of resource needs, allocation of resources, and budgeting/funding needs; experience in human resources management policy matters affecting the entire organization, with personnel actions affecting key employees to include experience coordinating work forces and resources and negotiating with management or clients concerning problems; experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel.
