This position is located in the VR&E Division of the Fort Harrison VA Regional Office (VARO) . The incumbent is responsible for assisting the Vocational Rehabilitation Counselor (VRC) with technical management of the VR&E caseload while providing assistance to Veteran clients. The incumbent also completes other program and administrative assignments to include timekeeping; IT coordination functions; management of AVA inquiries; and management of corporate mailbox.
Duties
Perform case management administrative support duties such as, authorizing employment adjustment and subsistence allowance payments, processing eligibility and entitlement extensions in different operating systems and databases.
Develop all VA form 28-1900 Disabled Veterans Application for Vocational Rehabilitation (Chapter 31 Title 38 USC) claims in CWINRS, ensuring that all information is accurate regarding date of claim, initial rating notice date (IRND) etc.
Screen resubmission applications for Chapter 31 and establish proper End Products based on the status.
Process all Chapter 36 Educational Vocational Counseling applications.
Screen applications for basic eligibility for Chapter 36 Counseling and issue proper correspondence to applicants who do not meet eligibility for Chapter 36 Counseling.
Utilize the SHARE, LTS, VBMS, CWINRS, BDN, and va.gov operating systems to ensure accurate claim development.
Establish the VRC subsistence allowance and employment adjustment allowance awards in SAM.
Resolve issues related to overpayment of tuition payments, entitlement, training, and accounts receivable.
Respond to telephone, and written inquiries regarding status of counseling, case status, Chapter 31 award, entitlement calculations, tuition, fees, books, supplies, subsistence allowance, general procedures, and policies of the Division.
Maintain the Corporate Mailbox in outlook and monitor and track action items including CER folder transfer to ensure timeliness of responses.

Specialized Experience:
GS-09: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-07) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as: (1) screening applications to ensure applicants meet basic eligibility requirements for Educational Vocational Counseling or similar programs; (2) establishing subsistence allowance and employment adjustment allowance awards in an operating system or database; and (3) responding to a variety of telephone, and written inquiries including but not limited to status of counseling, case status, awards, entitlement calculations, tuition, fees, books, supplies, subsistence allowance, general procedures, and policies of the division and/or organization.

Applicants may substitute education for experience at grade GS-09.
A master's or equivalent graduate degree (such as an LL.B. or J.D.) from an accredited college or university, or I have completed two full years (36 semester hours) of progressively higher-level graduate education leading to such a degree. This graduate degree or education demonstrates the knowledge, skills, and abilities to do the work for this position. Applicants may combine education and experience to qualify for grade GS-09.
If you have some, but not all, of the graduate education described above AND less than one full year of the specialized experience described above, you may qualify by combining the amount of creditable education and experience that you do have. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at the GS-09 grade level. To calculate, first identify the education you have earned beyond your first two years of study as a percentage of a total of three years of study. Then identify the number of months of specialized experience you have as a percentage of 12 months. Add the two percentages. The total must equal at least 100 percent in order to be qualifying. For example, an applicant who has 1 1/2 years of graduate level education (i.e., 50% of graduate education required beyond the one year which is required for GS-7) and 6 months of specialized experience equivalent to GS-7 (i.e., 50% of the one year of specialized experience required) would meet 100% and thus be qualified for the position. The applicant's first year of graduate study is not qualifying for GS-9.
