This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The Walla Walla District US Army Corps of Engineers is comprised of motivated and talented employees providing the very best engineering services for communities in the Pacific Northwest.

Duties

This position acts an assistant to the Operations Division program manager for all operational aspects of fish passage management, and research. Collaborate and coordinate with other technical elements within the Corps including planning, engineering, construction, operations personnel, biologists and management personnel within the fishery agencies and tribes of the region. Assists or serves as Contracting officer's Representative or Authorized Representative of the Contracting Officer in performing required contract administration duties for fishery program, facility, monitoring, or evaluation contracts. Coordinates the operation of adult fish passage facilities, and prepares and administers contracts for fish counting and reporting of fish count information for the Walla Walla and Portland Districts. Assists in coordination of the operation of juvenile fish collection and transportation programs, facilities, and equipment. Develops plans for fish passage, fish research, or fish management activities to be carried out at District projects.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Fish Biologist: A. Degree: Bachelor's degree (or higher degree) in biological science that included at least 6 semester hours in aquatic subjects such as limnology, ichthyology, fishery biology, aquatic botany, aquatic fauna, oceanography, fish culture, or related courses in the field of fishery biology; AND at least 12 semester hours in the animal sciences in such subjects as general zoology, vertebrate zoology, comparative anatomy, physiology, entomology, parasitology, ecology, cellular biology, genetics, or research in these fields, or excess course work (beyond the required 6 semester hours) in aquatic subjects. OR B. Combination of Education and Experience: Courses equivalent to a major in biological science (i.e., at least 30 semester hours), of which a minimum of 6 semester hours were in aquatic subjects and 12 semester hours were in the animal sciences, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience for the GS-11: One year of specialized experience which includes experience serving as a biologist independently conducting data analysis, modeling, and hypothesis testing relating to survival rates or behavior of fish and/or wildlife. (NOTE: Your resume must clearly describe this experience) This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). Specialized Experience for the GS-12: One year of specialized experience which includes serving as a lead or senior biologist for an adult fish project, program, or study; or serving as a lead biologist for a juvenile or adult fish facility; and experience analyzing fish related data using Excel and/or databases. (NOTE: Your resume must clearly describe this experience) This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this GS-12, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
