This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: he Walla Walla District US Army Corps of Engineers helps manage water resources for navigation, flood damage reduction, hydroelectric power generation, and other natural and heritage areas.
Duties
Identify problems, plan studies, review of study proposals and negotiation of research study contracts with A/E firms, educational institutions and public agencies.
Analyze data received from contractors to identify potential changes that may require modification of the contract.
Prepare and coordinate interagency agreements and contracts pertaining to fishery mitigation, compensation and enhancement.
Perform biological studies.
Serve on Regional interagency committees and task forces for coordination of fishery issues related to water resource development projects.
Assist Senior Fisheries Biologists with studies and/or contracts.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.

This position has a positive education requirement for the Fish Biologist Series:
Basic Requirement for Fish Biologist:
A. Degree: Bachelor's degree (or higher degree) in biological science that included at least 6 semester hours in aquatic subjects such as limnology, ichthyology, fishery biology, aquatic botany, aquatic fauna, oceanography, fish culture, or related courses in the field of fishery biology; AND at least 12 semester hours in the animal sciences in such subjects as general zoology, vertebrate zoology, comparative anatomy, physiology, entomology, parasitology, ecology, cellular biology, genetics, or research in these fields, or excess course work (beyond the required 6 semester hours) in aquatic subjects.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience for the GS-07: To qualify for this position, you must have one year of specialized experience equivalent to the GS-05 grade level in the Federal service which includes applying fish evaluation and monitoring methods to assist with activities associated with fish habitat, migration, and passage.
Specialized Experience for the GS-09: To qualify for this position, you must have at least one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes fish evaluation and monitoring activities associated with fish habitat, migration, and passage at hydropower dams and facilities.
Specialized Experience for the GS-11: To qualify for this position, you must have at least one year of specialized experience equivalent to the GS-09 grade level in Federal sercie which includes monitoring and evaluating salmonids (salmon, steelhead, etc.) fish passage structures such as those found at hydroelectric facilities, and experience coordinating or conducting fish studies or research.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
