Duties
You will develop and manage IT technical activities for strategic analysis, planning, development, deployment, integration and sustainment of Business IT and Defense Business Systems/Networks.
You will evaluate and synthesize emerging services into a cohesive IT management strategy; research the policies and principles to guide technology
decisions for large-scale enterprise information technology (IT) systems/networks.
You will define distinct work phases, methods and models to plan for, develop and deliver cohesive and comprehensive strategic plans for information technology systems/services and networks.
You will develop strategic plans as a whole or for selected components or initiatives to increase the effectiveness of the Business IT and Defense Business Systems/Networks to result in increased value of the Department of the Navy's IT investment.
You will conduct research on evolving technical trends to advise and recommend actions, techniques, and strategies; evaluate the impact of enterprise IT products, systems, services on investments, business operations, and stakeholder satisfaction.
You will be expected to participate in Agile practices and/or acquire an understanding of those practices.
Requirements

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- This position requires a Secret security clearance with the ability to obtain and maintain Top Secret/SCI.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as an Engineering and Technical Management Level II Certification is required within 24 months of appointment.
- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 802 Advanced Level within 6 months of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- Generally, current Federal employees applying to APS jobs must serve at least one year at the next lower grade level. All qualifications and pay band requirements must be met by the closing date of this announcement and documented in your resume.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or DP-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Researching policies and principles to guide technical decisions, formulation of strategic goals and objectives for short and long-term performance, evaluating applications of systems development tool sets, identifying program risks, issues, and opportunities, and evaluate the impact of enterprise IT products.
