This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The incumbent will function as a Project Management Specialist with the U.S. Army Corps of Engineers District, Detroit Planning, Programs & Project Management N located in Detroit, Michigan.

Duties

Controls and manages project milestones and budgets from preliminary stages through design, construction, and initial operations. Maintains all required customer and Corps of Engineers agreements. Assures that customer or other agencies participation in the project is in accordance with the agreed upon management plan. Ensures the customer is fully informed of projects progress, issues and their resolution, and any impacts on costs. Reviews project progress, measuring performance and taking necessary corrective actions to maintain agreed upon schedule and cost. Identifies unauthorized changes and assures corrective actions are taken for the ultimate disposition of inappropriate charges. Reviews and analyzes cost reports to assure charges are authorized and appropriate. Monitors project funds allocated to District elements, consistent with scheduled work, and measures and monitors performance to assure commitments of all parties are being maintained.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify at the GS-07 grade level, you must have: Specialized Experience: One year of specialized experience assisting with scheduling, tracking, budgeting, and reporting on assigned projects. Specialized experience includes working independently on tasks assigned and overseen by a supervisor, team lead, or subject matter expert. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). To qualify at the GS-09 grade level, you must have: Specialized Experience: One year of specialized experience scheduling, tracking, budgeting, and reporting on assigned projects., Specialized experience includes working independently within the framework established by a approve project cost and schedule changes and develop strategies to resolve problems and issues; assists Project Managers with scheduling, tracking, budgeting, reporting, and communicating status of assigned projects, supervisor, team lead, or subject matter expert. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). To qualify at the GS-11 grade level, you must have: Specialized Experience: One years of specialized experience; Reviews and analyzes cost reports to assure charges are authorized and appropriate scheduling, tracking, budgeting, and reporting on assigned projects.; Specialized experience includes overall planning and carrying out of work, coordinating with others as needed, and resolving most problems that occur. Work is in support of overall project management objectives and is exercised with a high degree of independence. approve project cost and schedule changes and develop strategies in resolving complex problems and issues. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
