About the Position: Position is a Project Manager for civil works projects. Position may be filled as a temporary promotion or temporary reassignment NTE 1 year by a current permanent Army employee and may be extended up to a maximum of five years, and may be made permanent without further competition. Position may be filled as a term appointment NTE 13 months, if the candidate is not a current permanent Army employee and may be extended up to a maximum of six years.

Duties

Serve as project manager for designated regional projects. Lead multi-disciplinary project delivery teams (PDTs) and manages resources in planning, engineering, acquisition, construction, real estate and other supporting activities with decision authority to meet project objectives. Manage all aspects of project initiation and planning in accordance with the Project Delivery Business Process. Lead project delivery teams in managing scope, cost, schedule, risk, procurement strategies, and all other aspects of execution. Manage project budget by allocating funds to supporting elements, ensuring all charges are authorized, monitoring performance and obligations/expenditures, taking corrective actions, and ensuring all commitments of all parties are being met. Ensure final transfer and/or acceptance of the project and/or deliverables to the sponsor/stakeholders and that all required transition, operations, and maintenance products are delivered. Exercise change management by making decisions and/or recommending actions to address scope, schedule, budget and technical issues.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
