About the position: This position will be assigned to the 412 FSS/FSCN NAF Human Resources Office
Duties
Provides recruitment & placement service to all NAF activities to include receiving requests to fill vacant positions, publishing open positions, preparing and forwarding lists of applicants, and processing new hires.
Conducts in-processing and orientation for new employees on benefits, insurance, retirement, & other programs applicable to NAF employees.
Explains pay systems, differentials, hours or work, employee rights & responsibilities, etc. Provides information to supervisors & employees on such matters as pay actions, health insurance, life insurance, and a wide variety of personnel actions.
Inputs personnel data into the automated NAF personnel data system & is responsible for the maintenance of the system. Responsible for processing and tracking status of security checks (to include installation records checks, state criminal history repository checks, and background checks).
Assists in planning & conducting the local NAF wage survey IAW regulatory guidance.
May perform desk audits, self-audits, and QC checks. Periodically conducts self-inspections with HRO & management.
Develops/retrieves Quality Control products from programs such as Business Intelligence, Discoverer Viewer, ezLink, and DCPDS to check for system errors and regulatory requirements; creates new reports as necessary. Develops official memoranda, spreadsheets, slides, etc. as required.

Requirements
- This position requires the incumbent to complete a background investigation with favorable results. Secret Clearance (T3) required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if the position allows for qualifying based on education, your transcripts will be required as part of your application.
Qualifying Experience:
Applicant must have progressively responsible experience in clerical or office work that provided a thorough knowledge of administrative principles and practices. Experience must have been sufficiently demanding to demonstrate ability to perform at this pay level. Must have progressively responsible experience that required the applicant to acquire and apply a thorough and comprehensive knowledge of the rules, regulations, procedures, and program requirements for personnel administration. Knowledge of office automation software (MS Windows; MS Office, including PowerPoint, Word, Publisher, and Excel) is required. Must be able to read, write, and speak English. Must possess skill in dealing with the public. Typing skills are required. Knowledge of employee/labor relations and collective bargaining agreement is preferred.
Condition of Employment: Must be able to obtain and maintain a T3/Secret Security Clearance.

Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. This position does not allow for education substitution.
FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
