The Deputy Program Director of HBPC, assists the HBPC Program Director and/or HBPC Medical Director(s) with program management & oversight of programs under Geriatrics and Extended Care Service. All programs are intended to serve as clinically appropriate, cost effective & efficient alternatives to lengthy hospital and other institutional stays/placement. HBPC, HBTC, and MFH enables chronically and terminally ill Veterans to receive comprehensive health and supportive services in their homes.

Duties

The Deputy HBPC Program Director is responsible to provide assistance, collaboration, and subject matter expertise for a complex group of services HBPC often works with, such as Home Oxygen Programs, Home Medical Equipment, SCI Home Care, MHICM, BROS and Prosthetics department to comply with regulatory standards. Supervisory Kinesiotherapist major duties include but not limited to: 1.Responsible for the administrative functions associated with all programs within HBPC. 2. Responsible for working with program director, medical directors, and service line leadership to develop appropriate levels of administrative support and will develop tools, monitors, reports, and information regarding the assigned program. Work will demonstrate compliance with applicable VA Handbooks, Directives, and guidance as well as applicable federal statutes. 3. Performs work in support of the assigned programs and projects to include but not limited to performance measures, performance improvement, program efficiencies, budgetary controls, expenses, audits, and overall operation of the service. 4. The incumbent may serve on assigned committees, work groups and other efforts to meet applicable standards, measures, and deadlines. 5. Plans, designs and carries out complex assignments independently, keeping program director informed of progress. 6. Analyzes, develops, and implements policy, standard operating procedures, systems, and other guidelines related to the recurring operational needs. 7. Establishes criteria for internal reviews, monitors for change in mission, goals, new legislation, and technological advances, analyzes and assesses for potential impact/change to work methods and need to development of new systems or processes. 8. Conducts proactive strategic planning to improve operations and performance. 9. Provides directorship, counsel, and instruction to employees on both work and administrative matters, hears and resolves complaints and grievances and refers unresolved or more serious unresolved issues to a higher-level supervisor or manager when indicated. 10. Provides administrative support to ensure effective operations reporting, evaluation and requirement related to various regulatory bodies such as JCAHO, VA OIG, and others. 11. Provides consultation for program and administrative components to find the most effective method of accomplishing improved delivery of care and utilization of services. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. Kinesiotherapist candidates must be proficient in spoken and written English to be appointed as authorized by [38 U.S.C. § 7403 (f). Education: ( Must submit a copy of transcripts) (1) A bachelor's degree [or higher from a program accredited by the Commission on Accreditation of Allied Health Education Program, with a concentration/emphasis in kinesiotherapy. OR (2) A bachelor's degree or higher with a concentration/emphasis in kinesiotherapy or exercise science related field and registered as a kinesiotherapist in good standing with the COPSKT. OR (3) A master's degree or higher with a degree in exercise science, kinesiology, human performance or a related field, which has been approved by COPSKT and a certificate verifying completion of a Center of Excellence (COE) Kinesiotherapy clinical training program. The completion of the certificate ensures that COPSKT has approved the degree program as part of the application process for the COE internship. Foreign Graduates. Graduates of a foreign program must meet the requirements in subparagraph 3b if they have a full unrestricted and current registration to practice kinesiotherapy in a State, Territory, or Commonwealth (i.e., Puerto Rico) of the United States or in the District of Columbia. They must have at a minimum, proof of a degree from an accredited college or university (or foreign equivalent, as verified through an independent credentialing evaluation company. ( A copy of education evaluation must be submitted) Registration. All applicants must be registered in kinesiotherapy in good standing with the COPSKT. ( Must submit a active and good standing copy of registration. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements, the following criteria must be used when determining the appropriate grade and assignment of candidates Experience. One year of experience equivalent to the next lower grade level Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to balance multiple responsibilities, set priorities, delegate tasks, meets multiple deadlines, analyze organizational problems, and develop and implement effective solutions. Ability to analyze organizational and operational problems to develop and implement solutions that result in efficient operations and use data effectively to manage workload, quality, performance, and productivity within the service. Skill in interpersonal relationships in dealing with employees, team leaders, and managers to include conflict management. Ability to guide the staff in the utilization of evidence-based practices and clinical practice guidelines in a professional area, and to guide the staff in applying these tools. Preferred Experience: Experience as Program Director, Program Manager, or Assistant Director/Manager. Experience as a Supervisor. Experience in direct Joint Commission or other accreditation body surveys. References: VA Handbook 5005/132, Part II, Appendix G21 date July 16, 2020. The full performance level of this vacancy is GS-12. Physical Requirements: Incumbent will need to have a valid state-issued driver's license and may be required to travel in the community across the James A. Haley VAMC catchment area, as needed. A driver's physical will be required to utilize a government vehicle. This supervisory position requires incumbent to be able to sit a work site, utilize a computer, mobile phone, fax machine and printer.
