The Safe Patient Handling and Mobility Coordinator (SPHM) position provides support to the clinical and non-clinical teams by coordinating all program activities related to safe patient handling and mobility (SPHM). The incumbent is responsible for developing, implementing, and maintaining continuous evaluation of the VA HVHCS program for SPHM.
Duties
The Safe Patient Handling and Mobility Coordinator (SPHM) position is within the Patient Care Services Education Service Line at the VA Hudson Valley Health Care System. The VA Hudson Valley Health Care System (HVHCS) provides health care services in New York State, serving an area along the Hudson River and north of New York City. Facilities include the Franklin Delano Roosevelt Hospital and Castle Point VA Medical Center, and 7 community-based outpatient clinics in Carmel, Goshen, Pine Plains, Monticello, New City, Port Jervis, and Poughkeepsie. Franklin Delano Roosevelt Hospital and Castle Point VA Medical Center provide a full range of health services for Veterans, with state-of-the-art technology as well as education and research. We maintain active residency programs in the fields of nursing, dentistry, pharmacy practice, ambulatory care pharmacy, and psychology. The VA Hudson Valley Health Care System is within the Veterans Integrated Service Network 2 (VISN 2), which includes medical centers and clinics in New York and New Jersey.
The incumbent provides support to the clinical and non-clinical teams by coordinating all program activities related to safe patient handling and mobility (SPHM). The incumbent serves as the Safe Patient Handling and Mobility Coordinator and is responsible for developing, implementing, and maintaining continuous evaluation of the VA HVHCS program for SPHM.
This position will further contribute to the strategic planning and administrative management of health care delivery through assessing, organizing, developing, managing, and evaluating programs and initiatives. These functions require the ability to apply the specialized principles and practices of health care management. For these reasons, the incumbent will be responsible for having mastery and knowledge of the specialized principles and practices related to healthcare management, including geriatric populations, in order to evaluate and make recommendations for improving the healthcare delivery system. The incumbent is responsible for managing the efficient and effective coordination and accomplishment of the planning, scope, development, design, and direction of major projects as related to SPHM. The incumbent manages and oversees several control points for SPHM.
The incumbent supports data collection and various aspects of risk management, performance improvement, and clinical practice for facility clinical services. Creates/maintains records and reports program goals and progress toward attainment of goals/performance measures. Collects and tracks program metrics for Human Resources (HR), Office of Workers' Compensation Programs (OWCP), and Root Cause Analysis (RCA) Programs. Accesses databases as needed for tracking and reporting progress toward goals/performance measures and demonstrates strong spreadsheet and word processing skills. The incumbent's responsibility is to provide leadership and assume continuing responsibility for the development, implementation, coordination, maintenance, and evaluation of the SPHM Program. This includes integrated programs that cross service and/or discipline lines and influence organizational mission, vision, values, and strategic priorities.
This position is also responsible for safeguarding the documentation of the results of Risk Management Administrative Board of Investigations, and RCAs. The incumbent is also responsible for evaluating, analyzing, and statistically tracking data as required by VHA SPHM Program Office. Collateral assignments include, but are not limited to, participating in Administrative Board Investigations, RCA Teams, Quality Management meetings, accident review boards, and facility construction, and design committees.

Qualifications

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Preferred Experience: BSN and Approximately 2-3 years experience (OR) Associate Degree or Diploma in Nursing and bachelors degree in a related field and approximately 2-3 years experience (OR) Master's degree in nursing or related field with a BSN or bachelor's degree in a related field. [If MSN is obtained in a Bridge Program, no BSN is required.] Approximately 1-2 years experience (OR) or Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in related field and no experience.
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.
Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.

Physical Requirements: The population of Veterans served ranges from the adult, age 18, to the elderly adult, age 65 and over. The VA Medical Center is a major interdisciplinary teaching facility, serving long-term care residents, inpatients, and outpatients. There is a large outpatient psychiatric population, with admissions for medical comorbidities. This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, and able to shift priorities based on patient needs.
