The CLC Nurse Manager demonstrates leadership in delivering and improving holistic care through collaborative strategies with others, as well as in the application of the nursing process to patient care and organizational processes. The Nurse Manager has clinical, educational, and administrative responsibilities, and is responsible for 24/7 operations of the CLC, ensuring that nursing personnel provide timely nursing care which complies with accepted standards of clinical practice.

Duties

Duties include, but are not limited to, Documents patient care interactions accurately, succinctly, and timely, using appropriate notes, templates, and clinical reminders, in the electronic medical record. Identifies, evaluates and plans unit level staffing, and responds appropriately to unexpected changes in available staffing or demand for staffing. Knowledgeable of regulatory standards and VA Directives pertinent to the population served. Establishes a multi-disciplinary, collaborative program for the delivery of care. Provides ethical management establishing a process that demonstrates fairness, equity and consistency in the application of rules and guidelines. Maintains professional skills in the application of professional bodies of knowledge and accepted clinical practices that will facilitate oversight of service delivery of patient care. Participates in quality improvement programs and initiatives including system redesign, to improve access, quality, efficiency, and patient satisfaction. Provides timely evaluation, verbal and written feedback, performance expectations and individual performance goals to individuals supervised. Assures the competency of each employee, whether they are VAHV employees, contract staff or float staff, providing care and serves on the assigned unit. Responsible for the technical aspects of the role including but not limited to: Recruitment and retention of staff on the unit. Timely completion of employee accident reports. Timely completion of JPSRs. Scheduling and payroll. Timely completion of proficiencies and performance evaluations. Ensuring staff completion of mandatory training. Ensuring staff compliance with quarterly BLS skills checks. Progressive, fair discipline intended to provide the employee with the opportunity to improve. Travels between the campuses and CBOCs as needed. Other duties as assigned. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Citizen of the United States in accordance with section 7402(c) to title 38, United States Code (U.S.C.). Non-citizens may be appointed when it is not possible to recruit qualified candidates in accordance with 38 U.S.C. 7407 (a). English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403 (f). Graduate from a professional school of nursing accredited by one of the following at the point of graduation is required. Accreditation Commission for Education in Nursing (ACEN); or Commission on Collegiate Nursing Education (CCNE) OR a graduate of a foreign school of professional nursing. Note: The National League for Nursing Accrediting Commission/NLNAC changed its name to ACEN in May 2013; ACEN's website may be utilized to verify accredited programs using automated inquiry processes; however, for verification of any nursing program's accreditation prior to 1998, an automated inquiry cannot be used and ACEN must be contacted directly ACEN or CCNE Accreditation Candidates meeting the basic education requirement of graduation from an ACEN or CCNE accredited nursing program must be considered before consideration of a deviation to the basic accreditation requirement Nursing Bridge Program (must be appropriately accredited): A masters-level nursing accelerated nursing education program: The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. A copy of the MSN transcript must be provided to VA. Bridge programs that confer a master's degree also fully meet the education requirement, even though a Bachelor's Degree is not awarded. Foreign Nursing Education Graduates of foreign schools of professional nursing who, possess a current, full, active and unrestricted registration, will meet the education requirement of graduation from an approved school of professional nursing to warrant appointment as a Nurse who has completed an associate degree/entry level Nursing education program Credit for foreign nursing education higher than the associate degree/entry level requires a formal degree equivalency validation from a recognized degree equivalency evaluation agency accepted by VA such as the International Consultants of Delaware (ICD) Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Grandfathering Provision: All persons employed in VHA in this occupational series and performing the duties as described in the qualification standard on the effective date of this qualification standard are considered to have met all qualification requirements for the grade held including positive education and licensure/certification For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply Nurses who are retained under this provision and subsequently leaves the occupation, loses protected status and must meet the full VA qualification standard requirements in effect at the time of re-entry to the occupation Nurses initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification and meet all the basic requirements of this qualification standard, must maintain the required credentials as a condition of employment in the occupation Nurses who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard Preferred Experience: Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no professional nursing experience. Nurse I Level II - An ADN or Diploma in Nursing and one year of specialized nursing experience equivalent to a Nurse I, Level I; OR Bachelor's of Science in Nursing (BSN) and no professional nursing experience. Nurse I Level III - An ADN or Diploma in Nursing and two years of professional nursing experience, one of which is a year of specialized nursing experience equivalent to a Nurse I, Level 2; OR a Bachelor's Degree in Nursing and one year of professional nursing experience equivalent to Nurse I, Level 2; OR a Master's Degree in Nursing (MSN) and no professional nurse experience; OR Masters Degree in a related field with a Bachelor's Degree in Nursing with no professional experience. Nurse II - A BSN and two years of professional nursing experience, one of which is a year of specialized nursing experience equivalent to a Nurse I, Level 3; OR a Master's Degree in Nursing with one year of specialized nursing experience equivalent to Nurse I, Level 3; OR Masters Degree in a related field with a Bachelor's Degree in Nursing with one year of specialized nursing experience equivalent to Nurse I, Level 3; OR a Doctorate degree in nursing with no professional experience; OR Doctorate degree in a related field with a Master's or Bachelor's Degree in Nursing with no professional experience. Nurse III - Master's Degree in Nursing with two years of specialized nursing experience, one of which is equivalent to Nurse II and meets all dimension requirements for Nurse III; OR Master's Degree in a related field with BSN and two years of specialized nursing experience, one of which is equivalent to Nurse II and meet all dimension requirements for Nurse III; OR a Doctorate degree in Nursing with one year of specialized nursing experience which is equivalent to Nurse II and meets all dimension requirements for Nurse III; OR Doctorate Degree in a related field with a Master's or Bachelor's Degree in Nursing with one year of specialized nursing experience which is equivalent to Nurse II and meets all dimension requirements for Nurse III. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office.
