Duties
The primary purpose of this position is: To serve as a senior Air Force program analyst and to provide Air Force military air/space/cyberspace operations expertise in developing and disseminating planning, programming, and budget policies and guidelines for major war, mobilization, and contingency operations plans as well as provide expert guidance and advice to Air Force headquarters staff and major command (MAJCOM) activities.
Duties:
Applying Department of the Air Force military air/space/cyberspace operations expertise, develops, interprets, and implements policies and procedures to provide planning, programming, and budget guidance to facilitate the identification and determination of alternative ways to achieve the best mix of forces, equipment, and support attainable, within fiscal constraints, for major air missions, operational plans and integrated joint special technical operations (IJSTO).
Develops new methods for testing and evaluating the effectiveness of planning, programming, and budget actions/processes in support of major Air Force mission, operational plans & IJSTO.
Prepares and presents high level briefings of conclusions, many being highly subjective and not readily susceptible to verification until actual operational situations are encountered.
Maintains a continuous liaison with other Air Staff, other service headquarters counterparts, and DOD offices to integrate Air Force PPBS support actions.

Incumbent must be able to obtain and maintain a Top Secret clearance with Sensitive Compartmented Information (SCI) access, based upon a Single Scoped Background Investigation. Position may include additional program security requirements in order to fully perform the duties and responsibilities of the position. If so, incumbent must be willing to submit to a Counter Intelligence Polygraph and mandatory drug test.
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of policy, procedures, and schedules for developing Program Objectives Memoranda (POM), Budget Estimate Submissions (BES) and Financial Plans in support of major war, mobilization, and other contingency and operational plans as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers; and knowledge of military service program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the Department of Defense Planning, Programming, and Budgeting System (PPBS) and policy, procedures, and schedules for developing Program Objectives Memoranda (POM), Budget Estimate Submissions (BES) and Financial Plans in support of major war, mobilization, and other contingency and operational plans as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers.
Knowledge of military service program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
Knowledge of the relationship of the various military entities involved in overall planning and execution of military operations and evaluations and the methods in which the PPBS process supports them.
Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as Joint Staff Integrated Joint Special Technical Operations (IJSTO), USAF Force Development, USAF Global Integrated ISR Operations, USAF Operations & Planning, USAF Combat Support; USSF Employment of Space Forces, USN Employment of Naval Forces, USA Employment of Army Forces, USMC Employment of Marine Forces, Planning, Programming, & Budgeting System (PPBS), acquisition, special operations, or similar operations.
Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
