Duties
The primary duties of this position are:
Provides accurate and timely administrative support to the Lower Colorado River Multi-Species Conservation Program (LCR MSCP) office Program Manager, Group Managers, and employees on a wide variety of program matters to maintain efficient and effective office administration.
Reviews, edits, and finalizes correspondence and reports, to include confidential and highly sensitive correspondence, for procedural and grammatical accuracy, conformance with general policy, factual correctness, and adequacy of treatment.
Assists the higher-grade Management and Program Analyst with financial aspects of the program such as, but not limited to, budgetary and productivity information, submission, tracking, and maintaining purchase requisitions.
Reviews administrative work processes to identify, analyze, and recommend solutions.
Serves as the lead record management subject matter expert pertaining to policies and procedures and systems of record. Regularly audits MSCP records to identify issues and works with MSCP managers and regional Records Managers to identify corrective actions and improve processes.
Serves as the MSCP Timekeeping Administrator and subject matter expert on travel, policies, systems, and procedures.
Performs duties as a Contracting Officer Representative (COR).
Qualifications
GS-09: In order to qualify for the GS-09 grade level, your resume must reflect one year of specialized experience equivalent in complexity and difficulty to at least the GS-07 grade level in Federal service; OR masters or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B or JD., if related.
Specialized Experience for GS-09:Defined as experience performing a variety of administrative, programmatic, financial assistance, and budget analysis functions in support of an office.

You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.

Education
This vacancy announcement allows substituting education for experience at the
GS-09 grade levels. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not-qualified for the position.
You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment.
