Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise auditing NERC/WECC compliance. You can make a difference in the West by assisting in meeting increasing water demands while protecting the environment. Duty Location: Lower Colorado Basin Region, Power Office located in Boulder City, NV. Full time telework/remote work is not available. You will be expected to report to the Regional Office in Boulder City, NV.

Duties

Under the technical direction of the Compliance Audit and Incident Evaluation Program (CAIEP) Manager for Reclamation, leads Reclamation-wide performance audits to assess consistency with documented Power Operations & Maintenance (PO&M) practices and compliance with NERC/WECC electric reliability standards throughout Reclamation. Advises senior leadership, program officials, and colleagues on analysis, recommendations, and study conclusions ( e.g., advising director on region-wide implementation plans for new or updated standards and on relay protection planning that cuts across major projects, advising on Category 1 Power Recommendation Information System). Develops project job plans, guidelines, protocols, and procedures that are specific to the project and develops new methods and criteria. Leads or participates on teams that propose or develop new policies, standards, and power technical documents ( e.g., Facilities Instructions, Standards and Techniques (FIST), power equipment bulletins (PEB), power reliability compliance bulletins (PRCB)).

Requirements

Qualifications

To qualify at the GS-13, your resume must clearly reflect 1 year of full time experience equivalent to the GS-12 level Federal service reviewing NERC/WECC compliance standards and associated requirements applicable to hydropower facilities to provide significant and innovative recommendations for advancing programs and/or methods and to apply experimental theories and/or new developments to projects that require extension or modification of theories, concepts, or assumptions; resolution of unique or novel problems, conditions, or issues; or significant alteration of standard practices, devices, processes, and known techniques. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 12/20/2023.

This position does not allow substituting education for experience.
