This position is located within the Sioux Falls VA Health Care System within the Business Office service line. Employee will independently manage the Medical Center's Beneficiary Travel (BT) program.
Duties
The VA Midwest Health Care Network advocates for a Whole Health System of care in each of the Medical Centers. This is an approach to healthcare that empowers and equips people to take charge of their health and well-being and live their lives to the fullest. As an employee operating in a Whole Health System of care, you will operate in a model with three core elements, seeking to create a personalized health plan for each Veteran. This is done in the context of healing relationships and healing environments and a connection back to the Veteran's community. This aligns with the Veterans Health Administration (VHA) Mission Statement to Honor America's Veterans by providing exceptional health care that improves their health and well-being.
Major duties listed but not limited to:
Manage the Medical Center's Beneficiary Travel (BT) program
Determine eligibility for the Beneficiary Travel program and processing requests through utilization of the BT Dashboard
Determine which of several fund control points to utilize, obligating funds; and maintaining manual and electronic accounting records, performing regular reconciliations and adjusting account balances
Contact approving official to authorize obligations and requests for additions, deductions, and/or movement of funds
Determine method of payment for authorized and unauthorized ambulance claims submitted for consideration
Act as liaison between vendors and Fiscal Service for invoices pending payment
Counsel Veterans and/or their representatives when adverse decisions are made
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday, 8:30 a.m. - 4:30 p.m. (work hours may be further discussed during the interview)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/30/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. For a GS-06 position you must have served 52 weeks at the GS-05.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-05 Minimum Requirements:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: arranges all modes of transportation via air ambulance, commercial air, taxi, ambulance, bus and/or independent transports; secures reservations and tickets from carriers; prepares appropriate documentation and/or scheduling for traveler according to-government rates or substantial rates; receives invoices for payment of transportation services; gathers, enters and updates demographic, employment, insurance and income (means test) information into databases; maintains and controls filing system in accordance with regulations; interacts with a wide range of individuals, with varying degrees of understanding; compiles data and information necessary to respond to Congressional, patient, and attorney requests; submits all documents for payment utilizing appropriate control point for reference; and writes or selects appropriate letters explaining disposition or unauthorized travel claims. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed at least four (4) years above high school. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond high school. Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirement. Total qualifying experience and total qualifying education are each figured as a percentage of the experience and education required for the GS-5 level of the occupation being filled and the total of the two percentages must equal 100 percent to qualify
GS-06 Minimum Requirements:

Examples of specialized experience would typically include, but are not limited to: arranges all modes of transportation via air ambulance, commercial air, taxi, ambulance, bus and/or independent transports; secures reservations and tickets from carriers; prepares appropriate documentation and/or scheduling for traveler according to-government rates or substantial rates; receives invoices for payment of transportation services; gathers, enters and updates demographic, employment, insurance and income (means test) information into databases; maintains and controls filing system in accordance with regulations; interacts with a wide range of individuals, with varying degrees of understanding; compiles data and information necessary to respond to Congressional, patient, and attorney requests; submits all documents for payment utilizing appropriate control point for reference; writes or selects appropriate letters explaining disposition or unauthorized travel claims; explains the regulatory guidelines to beneficiaries for submitting any unauthorized ambulance claims; balances, reconciles, and adjusts invoices for payment; documents and prepares statistical monthly account synopsis for contracting officials quarterly to justify yearly ambulance contractual compliance; and reviews requests for reimbursement of travel costs for the purpose of assuring compliance with regulations and procedures, completeness, accuracy, internal consistency, and agreement with basic authorization.
