In this position you will serve as a Contract Specialist for Region One, Mission Support Division, Administrative Services Branch.

Qualifications

All qualifications and eligibility requirements must be met by the closing date of the announcement. Basic Requirements: A 4-year course of study leading to a bachelor's degree with a major in any field; OR At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position. In addition to the Basic Requirements listed above, you must meet the following Requirements to be considered qualified for this position: To qualify for this position at the IC-11 level (starting salary $77,738), you must possess one full year of specialized experience equivalent to at least the IC-09 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following:  Providing purchasing support for an organization; such as administering contracts or managing purchase cards, Conducting acquisition planning to develop acquisition strategies; and Monitoring and resolving financial discrepancies. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. To qualify for this position at the IC-12 level (starting salary $93,175), you must possess one full year of specialized experience equivalent to at least the IC-11 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following:  Advising management, customers, and contractors on Federal acquisition regulations, Preparing contracting pre-award functions; such as preparing solicitation documents, analyzing proposals, and negotiating with potential contractors; and Administering and closing contracts; including monitoring progress, negotiating modifications, and closeout.
