The HR Specialist (Learning & Development) provides FHFA staff with learning-related support, advice, and assistance. The incumbent works as part of a team responsible for using a client-centric, data-driven, and solution-oriented approach to building agency excellence by providing employees, leaders, and teams with quality professional and leadership development opportunities.
Duties
The HR Specialist will be involved in the planning, implementation and management of various learning and development initiatives that are critical to employee and organizational performance.
1. Coordinates the administration and logistics of various employee development and leadership development programs and initiatives, including FHFA's mentorship program, developmental details program, and coaching programs.
2. Serves as a Contracting Officers Representative handling all contract related matters associated with assigned program(s).
3. Collaborates with trainers, facilitators and coaches in preparation for on-site, online, and/or virtual instructor-led trainings and/or team events.
4. Works closely with agency Stakeholders and Subject Matter Experts to develop and launch mandatory training courses and programs and ensures tracking to ensure all staff are compliant.
5. Drafts training related communications and for develops innovative ideas for marketing learning and development programs and services.
6. Collects training related data and drafting responses for various internal and external reports (e.g., DVAAP, FEORP, MD-715)
7. Supports the learning and development New Employee Orientation briefing by managing planning, logistics and execution of briefings.
8. Performs work in the development and/or evaluation of courses for training programs, implements changes based upon evaluations of courses/programs.
9. Actively incorporates distance learning techniques and other multimedia processes to provide guidance and direction to individuals and teams on workshops and their delivery.
10. Creates and administers learning and development related surveys and training evaluations using automated software.
11. Resolves training issues that are controversial, complicated, or issues that set general precedents on fundamental policy issues in the subject-matter field.
12. Researches and analyzes newest training methodologies, materials, and tools (including e-learning materials). Identifies and collects professional training materials that would be useful.
13. Schedules and implements required training and ensuring that all employees receive their required training, as well as career enhancement training.
14. Serves as an Administrator of FHFA's Learning Management System (LMS) by working with stakeholders to configure the system, provide end-user support, and document and resolve technical issues.
15. Reviews and approves External Training Requests (SF-182's) in accordance with agency policies.
16. Stays cognizant of FHFA training policies, procedures, and processes, as well as agency developments that may impact agency learning programs and initiatives.
17. Other duties as assigned.
This position involves a multi-grade career ladder. The major duties listed above represent the full performance level of EL-13. At the EL-11 or EL-12 grades, grade the HR Specialist performs assignments of a more limited scope with less independence. You will progressively acquire the background necessary to perform at the full performance level. Promotion is at the discretion of the supervisor and is dependent on tenure, performance, availability of higher graded work, and availability of funds.

Qualifications
Qualifying experience for the EL/GS-11 level includes one year of specialized experience at least equivalent to EL/GS-09, which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
Examples of specialized experience include the following:
1.Utilizing a learning management system to schedule, facilitate; administer, and track training for staff and contractors.
2. Delivering straightforward training and briefing on organizational policy, systems, or similar subject matter.
3. Managing contracts for training, learning management, or other employee development subjects.
4. Using software applications to track and report on training metrics or budgets.
Qualifying experience for the EL/GS-12 level includes one year of specialized experience at least equivalent to EL/GS-11, which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
Examples of specialized experience include the following:
1.Utilizing a learning management system to schedule, facilitate; administer, and track training for staff and contractors.
2. Developing online or virtual trainings using a eLearning software, video production software, or other context-appropriate technology.
3. Delivering interactive trainings and briefings to a variety of audiences both in person and in a virtual environment.
4. Managing contracts for training, learning management, or other employee development subjects.
5. Using software applications to develop tracking mechanisms and data reporting procedures for training-related data.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
