Duties

As a Contract Specialist you will be responsible for the following duties: Serves as Senior Contract Specialist and Lead Negotiator for highly specialized long-term complex contracts that affect a wide range of procurement activities. Serves as a Technical Contract expert and/or authority for applicable contractual matters related to new or current complex and unique logistics support problems. Leads acquisition planning, solicitation, evaluation, negotiations, contract award, contract administration, and contract management functions for specialized procurements significant the Agency. Analyzes alternatives for program procurement requirements and develop procurement strategy tailored to provide the most effective support of current needs and anticipated long-range program requirements. Administers Long-Term Contracts (LTCs), Indefinite Delivery, Indefinite Quantity Contracts, Prime-Vendor, Direct Vendor Delivery, Virtual Prime Vendor, and Performance Based Logistics (PBL) Contracts. Assures high quality decisions and actions during all phases of the acquisition process, including contract performance and administration for life cycle of the corporate and long-term contracts. Perform contract management functions, such as the issuance of amendments and modifications. Incumbent is required to achieve an unlimited warrant within twelve months of selection. Serves as subject matter expert providing training direction and mentorship for junior Contracting Officers and associates.

Qualifications

To qualify for a Contract Specialist your resume and supporting documentation must support: A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above. B. Contracting Officer Basic Requirement: Must possess at least 2 years of experience in a contracting position. C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Selecting appropriate contract methods and contract types to plan and carry out highly complex pre-award and/or post-award procurement actions. Performing cost or price analysis including reviewing of cost breakdowns to determine reasonableness. Administers Performance Based Logistics (PBLs) and other Long-Term Contracts (LTCs). Modifying standard contracting procedures and terms. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
